Position Description

Serco is excited to continue support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

This position is contingent upon your ability to obtain/maintain/transfer your DoD Secret Security Clearance.

Our Program Analyst, located in Crystal City, Arlington, VA, provides Engine & Power and Thermal Management Upgrade (PTMU) Modernization (EPM)/Engine Core Upgrade (ECU)/PTMU subject matter expertise (SME) to support the Modernization team for the coordination of Acquisition Planning Functions. This position performs critical program management, technical, or business analysis of major DoD acquisition systems and provides recommendations to ensure program success for all aspects of the program.  The position is also responsible for assisting in the coordination efforts regarding programmatic, technical, and sustainment areas, including program management, systems engineering, personnel management, scheduling, risk management, contracting, acquisition, budgeting, funding, configuration management, integration, testing, and life cycle logistics.  

 

You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

This is a Hybrid/Telework position.

 

In this role, you will:

  • Assist Propulsion Program Management Office (PMO) to collect, complete, organize, and interpret technical data and financial information relating to propulsion acquisition and product programs.    
  • Assist Propulsion PMO in continuous Improvement and Cost Savings/Affordability Initiatives.  This includes:
    • Monitor system performance for assigned systems and sub-systems.
    • Propose and submit initiatives.
    • Formulate and develop innovative support concepts which minimize cost while maintaining aircraft availability.
  • Assist Propulsion PMO in tracking program/project status, costs, technical performance, contract performance, schedules, and risks. This includes:
    • Facilitate Integration with Partners and Foreign Military Sales (FMS) Customers, and other PMOs.
    • Develop and Maintain Integrated Program Schedules (IMS).
    • Analyze and understand budget execution and Earned Value Management (EVM) for assigned contract Work Breakdown Structure (WBS) elements.
    • Understand, report, and mitigate weapon’s program risks.
    • Maintain the technical baselines for assigned systems and sub-systems.
    • Uses data driven performance metrics for F-35 enterprise decisions and awareness.
    • Support contract RFP development and proposal evaluations.
    • Monitor and track status on JPO Governance Action Items.
    • Assist in reporting periodic and comprehensive assessments and evaluations of Country program goals and objectives that will provide a basis for long-range planning to improve F-35 Program management.
  • Assist Propulsion PMO in serving as propulsion system integrator for the F-35 Air System.
  • Assist Propulsion PMO in managing propulsions systems risks.
  • Assist Propulsion PMO in sustaining engines for U.S. Services, Partners, and FMS customers.
  • Assist Propulsion PMO in managing production out of three assembly plants.
  • Assist Propulsion PMO in managing workflow and coordinates between Partners and FMS, other PMOs, Functionals, and Industry as tasked. This includes:
    • Interface with US Services, Partners, and FMS Countries on technical and programmatic issues.
    • Assist in the coordination and delivery of information and capabilities briefing for the program reviews and presentations.
    • Develop presentations on program status, accomplishments, and progress to all levels of DoD, JPO Governance Forums, and Industry.
  • Support Propulsion PMO in delivering the following key products:
    • Component Improvement Program – assist Propulsion PMO in addressing Propulsion Safety, Reliability, and Readiness issues; (b) Propulsion Sustainment, Production, and CIP Contracts.
    • F-35 Propulsion Systems – Power Module, Fan Module, Lift System, and major Line-Replaceable Units (LRU). 
    • Propulsion Support Equipment.
    • Develop and maintain a F-35 Roadmap for assigned systems.

Qualifications

To be successful in this role, you will have:

  • Ability to obtain/maintain an active Secret Clearance 
  • Master’s Degree in Business Management or related discipline
    • Or a Bachelor’s degree plus 4 years of program analysis and planning experience (14 years total)
  • Experience in program management, technical or business analysis discipline, in weapon systems acquisition and life cycle management; and a minimum of six (6) years of recent work experience related to analysis and planning; there must be at least four (4) years of experience in program management, technical or business analysis.
  • At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
  • Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
  • Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
  • Demonstrated experience in the program/project status, schedules, and DoD reporting.
  • Demonstrated knowledge of Service and OSD policy and documentation related to PPBE, life- cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
  • Up to 10% Travel
