Position Description

We’re seeking a dynamic and experienced mid-level, Test and Evaluation (T&E) Business Management Analyst to join Serco’s Amphibious Ship Section. The successful candidate will assume a critical role supporting business planning, tracking execution of T&E funding, and evaluating the performance of new amphibious ships to be delivered to the fleet. This is a great opportunity to be part of a team evaluating and managing the contracts to design, construct, test, and deliver new amphibious ships. You will work closely with Government and industry (T&E) professionals as well as shipbuilders and Participating Acquisition Resource Managers (PARMs). Our government support team for this specific opportunity is led by a Program Manager and Deputy Program Manger having decades of experience working within the Department of Defense and the Shipbuilding and Repair Industry.

 

This position is contingent upon your ability to obtain and maintain an Interim DoD Secret level clearance post-employment.

 

This government support team falls within our high-performing Naval Acquisition and Sustainment Operation (NASO) which provides critical services to nearly all U.S. Navy surface ships and craft and is achieving truly impactful outcomes. NASO is part of Serco's Maritime Engineering, Technology and Sustainment (METS) business unit. Serco has over 9,000 people in North America, with operations across the U.S. and Canada. In this role, you will: 

  • The successful candidate in this position ideally brings unique combination of business and T&E experience and expertise, as well as technical understanding of ships’ systems and their operation.
  • Reporting to the T&E Lead Engineer within Serco’s Amphibious Ship Section, you’ll collaborate closely with the Government T&E Assistant Program Manager (APM) and their team members to provide support integral to acquisition programs in preliminary and contract design support, detail design and contract support, pre-delivery availability and post-delivery support, operations and sustainment support, or fleet modernization program life cycle support areas.
  • Your responsibilities include:
    • Developing T&E Task Planning Sheets (TPS) used for business planning
    • Tracking the execution of T&E funding
    • Researching, providing design inputs, or testing Hull, Mechanical, and Electrical (HM&E) and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) equipment, components, or systems
    • Studying drawings and specifications to conceive equipment and system test plans designed to meet requirements
    • Overseeing and evaluating operation of equipment during acceptance testing, ship trials, and shakedown cruises
    • Conducting Configuration Management (CM) by maintaining the integrity of work products using configuration identification, configuration control, configuration status accounting, and configuration audits
    • Assisting in maintaining or developing ship specifications and ship drawings, engineering change proposals, and potential work items,
    • Identifying risks and proposing solutions.
  • You will also cultivate positive relationships with internal and external stakeholders including Naval Sea Systems Command (NAVSEA), Supervisor of Shipbuilding (SUPSHIP) Gulf Coast, and other stakeholders by offering support and contributing to satisfying current and future Navy and Marine Corps needs for all current and any future Programs/Platforms under the cognizance of the supported Navy Program Executive Office (PEO) Ships’ Amphibious Warfare Program Office (PMS 377).

Qualifications

To be successful in this role, you will have:

  • Successfully completed a bachelor’s professional engineering degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university plus 2 or more years of relevant business management experience. Military or DoD experience can be substituted for a degree if 5 or more years of specific work experience can be demonstrated in an analogous or higher-level position. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • A current DoD security clearance or be able to obtain an interim clearance after hire. A condition of employment is based on your ability to obtain and maintain your clearance.
  • United States (U.S.) citizenship.
  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
  • Ability to support activities in a shipyard or naval facility. Some work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, may be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Ability to travel 10% to support activities in a shipyard or naval facility or onboard ship while underway.

Additional desired experience and skills:

  • Two or more years of relevant test and evaluation experience with U.S. Navy or U.S. Coast Guard ship construction, ship repair, or ship maintenance is desired. Relevant experience is professional experience of essentially the same scope and complexity as that described in the “Position Description”, above, to include researching, providing design inputs, or testing Hull, Mechanical, and Electrical (HM&E) and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) equipment, components, or systems.
  • Experience with Operational Test and Evaluation (OT&E) is highly desirable.
  • Proficiency in the analytical review of T&E data and knowledge of U.S. Navy Amphibious Warfare Programs is highly desirable.
  • DoD/Navy ACAT I Program experience is desired
  • Amphibious warship ship and/or craft construction or repair experience is ideal.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) certification is desired.
