Position Description

Serco is excited to continue our support to the F-35 Joint Strike Fighter (JSF) Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

 

This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.

 

 

Our Deputy Program Manager (PM) for Digital Engineering and Transformation (DE&T), F-35 JPO Air Vehicle (AV) Mission Systems (MS) Program Management Office (PMO), located in Crystal City, Arlington, VA, will provide Technical/Program Management (PM) support to assist the F-35 Joint Program Office (JPO) AV MS PMO Air & Digital Systems Integration (ADSI) / Digital Engineering & Transformation (DE&T) Branch. The DE&T Branch includes Digital Engineering, Digital Twin & Electronic Design Automation (DT / EDA) as well as the Modular Open Systems Approach (MOSA) / Open Architecture Team with all program management activities for the Branch and applying Digital Engineering & Transformation and MOSA / OSA across all JPO Program Management Offices (PMOs) and Functional Organizations. 

 

This is a Hybrid/Telework position. You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

 

In this role, you will:

  • Support all aspects of F-35 Digital Engineering (DE) including using DE to help the JPO transform its ability to execute more effectively.
  • Assist with all program management activities for the F-35 JPO AV MS PMO Air & Digital Systems Integration (ADSI) / Digital Engineering & Transformation (DE&T) Branch, including all aspects of F-35 Digital Engineering, Digital Twin & Electronic Design Automation (DT / EDA) as well as with the Modular Open Systems Approach (MOSA) / Open Architecture Team.
  • Assist with all program management activities of the DE&T Branch to apply Digital Engineering & Transformation and MOSA / OSA across all JPO Program Management Offices (PMOs) and Functional Organizations. 
  • Collaborate closely with JPO engineering functions and other JPO PMOs, working with process and tool details to support emulators in high performance computing environments to accomplish processor accelerated Digital Twin and Model application especially for Electronic Design Automation (EDA) including laboratory and physical venues.
  • Assist with developing the overall MOSA strategy for the JSF Enterprise
  • Assist in developing and maintaining a JPO MOSA Implementation Guide
  • Oversee integration/implementation of all standards (UAI, OMS, FACE, HOST, etc) into the JSF platform and training/maintenance environments as appropriate.
    • Provide oversight of Open Standards conformance verification
  • Assist with development of strategic roadmap
  • Review contracts and other MOSA-related documentation
  • Interface and assist with directing FFRDC support
  • Develop requirements for MOSA implementation in upcoming capabilities and implementation in major enterprise systems and subsystems (e.g., FUSION, EW, ICNI)
  • Assist in developing enterprise training material and coordination of MOSA training events
  • Assist in reviewing, developing new contracts with prime and 3rd party vendors
  • Monitor and collaborate with various Open Standards consortiums to evaluate and monitor SBIRs and RFIs that may be relevant to the JSF
  • Assist with maturing the overall JPO MOSA process

Qualifications

To be successful in this role, you will have:

  • Ability to obtain an active DoD Secret clearance.
  • A Master’s Degree in Science, Engineering, Business Management or related discipline 
    • or a Bachelor’s Degree plus 4 years additional work experience related to the labor category functional description (14 years total).
  • The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.)
  • At least ten (10) years’ experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management (DoD weapon systems Program Office experience).
  • A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.
  • At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
  • Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management.
  • Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook
  • Experience assisting with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment to support cost, schedule, performance, risk management and resource allocation activities.
  • Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.
  • The ability to travel 10%.

Additional Desired Skills:

  • Microsoft Office to include: Outlook,Teams, SharePoint, Excel, Word, and PowerPoint
  • Knowledge of Digital Engineering, Digital Twin/Electronic Design Automation (DE/DT/EDA) and MOSA and how to apply it to existing 5th Gen operational aircraft and new Development.
  • Extensive knowledge of engineering and program management best practices.
  • Knowledge of digital engineering and how to apply it.
  • Airplane and avionics architecture Subject Matter Expertise.
