Position Description

Looking for a career where you can make a difference every day? Serco is seeking a Project Leader to join our talented and dynamic management team providing support to millions of consumers seeking healthcare coverage via the Health Insurance Marketplace.

 

The Project Leader is responsible for supervision, decisions, and management of items related to the product line and provides direction on projects from inception through completion. The ideal candidate has a keen eye to identify gaps in consumer product offerings and will have the innovative mindset to fill them. Specifically, you will manage activities of the Data Matching Issues (DMI) Product Line on the CMSES Eligibility Support Contract.

 

This candidate will join an energetic, fast-paced environment and collaborate creatively with cross-functional teams to design, build, and deploy projects that improve consumer experience. This position supports the contract’s overall strategy and goals while abiding by Serco’s high standards and corporate ethical values. You will review your team’s work for quality assurance and be responsible for addressing quality issues or trends within your product line from our processing centers. You ensure training of all staff members and instruct them on customer’s methods, procedures, and standards. This role also involves troubleshooting production issues, daily production monitoring and meeting service level agreements.

As a Project Leader, you will:

  • Develop short-term product line goals for direct reports, then manage personnel priorities to execute against goals as directed by product line roadmap and client needs.
  • Coach, mentor and develop direct reports, including overseeing new employee onboarding and providing career development planning and opportunitiesLead business requirements development: elicitation, writing and user acceptance testing (UAT) for area of responsibility.
  • Validate functional requirements and provide feedback on technical design process maps as they apply to business requirements for senior product line management.
  • Track and report status of fixes or root causes from trouble tickets for internally and externally driven system issues, validate potential solutions or mitigation outcomes, and report details to key stakeholders. Validate outcomes of any corrective actions.
  • Provide high-level process direction and guidance for process re-engineering efforts, and provide oversight into process guidance maintenance.
  • Gain a deep understanding of end-user experience; use knowledge to identify and fill product gaps and generate new ideas that improve consumer experience and drive growth.
  • Create buy-in for product vision both internally and with key external partners.
  • Scope and prioritize activities based on business and customer impact.
  • Drive the execution of all product lifecycle processes for products: including product research, market research, competitive analysis, planning, positioning, roadmap development, requirements development, and product launch.
  • Translate product strategy into user stories, detailed requirements for prototype construction and final product development by development teams.

In compliance with state and local laws regarding pay transparency, the salary range is $95,000 - $105,000; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.

Qualifications

To be successful in this role, you will have:

  • Bachelor's degree from an acreddited school.
  • Minimum 8 years of total work experience required.
  • Minimum 2-4 years proven track record of successfully managing process and IT changes to production.
  • Proven ability to develop product and marketing strategies and effectively communicate recommendations to executive management.
  • Understanding and/or hands-on experience in software development methodologies (e.g. SDLC, Agile/SAFe).
  • Strong problem-solving skills and willingness to roll up one’s sleeves to get the job.
  • Skilled at working effectively with cross functional teams in a matrix organization.
  • Exceptional writing and editing skills combined with strong presentation and public speaking skills.
  • Ability to travel up to 10%.

Additional desired experience and skills:

  • Familiarity with Immigration Law.
