The PMS397 COLUMBIA Class Program Office is responsible for the acquisition and design of the largest ever ballistic missile submarine built by the United States and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the ballistic missile submarine. The COLUMBIA Class (CLB) Submarine is designed to maintain mission capability and sustained nuclear deterrent presence with a focus on survivability and great stealth. Serco-NA has an opening for an Assistant Facility Security Specialist in the PMS397 Washington Navy Yard Facility.   This Security Specialist will support an active contract with the U.S. Navy in the Washington, DC area. As part of the Assistant Security Specialist duties, you will be supporting assess to 397 spaces (including all administrative daily duties), conferences, meeting, security support for VTC and Front Office spaces assigned within PMS397 and in Serco.  The Front Office has oversight of every aspect of Washington Navy Yard CLB facilities related security duties in support of construction of the CLB submarines. You will gain an in-depth knowledge of every security related aspect for operations within the CLB submarine Acquisition Program Washington Navy Yard Facility.  

 

This Includes assisting administration of the security process/program relative to security clearances, program accesses, and visit requests responding to staff needs. You will gain knowledge of the security related part of the Acquisition processes involved in launching a new CLB submarine, including support of personnel involved in the various milestones required during the engineering phase through production. Security specialists must develop and rely on their ability to identify and respond to emergent security issues. A successful assistant security specialist must use their knowledge and ability to solve client problems in all security areas working in support of the PMS397 Security Manager. You may have the opportunity to visit a maintenance facility and submarine base, based on availability of those facilities. You will assist in security support for personnel generating acquisition documentation for milestone reviews. You will assist in performing security support planning, schedule and supportability for planned group meeting which can be of considerable size. You will gain knowledge of DoD security policies, NAVSEASYSCOM policies and procedures.  Come Join the team in supporting the mission of National Security.  This position will assist in overseeing the administrative security operations in the 397 Washington Navy Yard Facility with 5 days on-site (Mon/Fri).You must have great team and IT skills, motivated to acquire new skills and support emergent issues, willing to work consistent assign working hours, and be recognized as an integral supporting part for the CLB Program Manager, Deputy Program Manager, 397 Security Manger,  Team Sub ACIO and Serco FSO.

In this role,  you will:

 

  • Support PMS397 evaluation of existing and proposed security processes and procedures.
  • Identify to the Security Manager issues that need resolution in their assigned or other work area. or that they need training or help for in their assigned or other areas.  Work with the Security Manager to facilitate resolution of the issues. Work with Security Manager to facilitate timely decisions for review and adjudication of all security design products and written correspondence. Document all security agreements in communications with the ACIO for the Security Manager.
  • Identify to the Security Manager any security process or procedures that they require help or training with.
  • When assigned, act as a liaison for the Security Manager with other PMS397 team members, PEOSUB ACIO and other NAVSEA Security personnel.
  • Will assist the Security Manager as customer contact for all activities, regularly meeting with and updating the customer on 397 facility security status including developing weekly Front Office Status meeting minutes.
  • Establish and maintain effective relationships with the program manager, deputy program manager, PAPMs, Ship Design Manager and/or security leads.
  • Enforce, monitor and comply with the security policies and procedures as established within the organizational.
  • Assist in the development of internal company policies including the security awareness programs and provide training as necessary to ensure personnel are informed of latest approved procedures.
  • Prepare and submit employee visit requests when assigned.
  • Performs additional security duties and responsibilities as assigned.
  • Assist in investigations of security incidents and/or violations and help in preparation of reports if requested.
  • Provide consultation to government supervisory personnel as it relates to security policy and procedures and assist in implementation.

Qualifications

To be successful in this role, you will have:

  • Required: A Secret clearance and U.S. Citizenship.
  • Required: High School diploma/GED
  • Preferred: Active-duty experience in the submarine service is a plus.
  • Preferred: 2 years’ experience in Personnel Security, Physical Security, Informational security or Document Control.
  • Recent experience in Team Submarine would be ideal.
  • 10% travel required.

  • Great Patience, arbitration skills, and flexibility with all levels of customers and employees.
  • Be able to laugh
  • Have excellent technical writing skills.
  • Be comfortable supporting security processes and procedures independently when required.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $56,627.39 to $84,941.68; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
