Position Description

If you love engaging with high profile and challenging executive administration supporting the U.S. Department of Defense, Serco has a great opportunity for you! As the Operational Research Analyst with Serco, you will provide support to the Office of the Assistant Secretary of Defense for Sustainment, Deputy Assistant Secretary of Defense for Product Support within their newly created Regional Sustainment Framework office located in the Pentagon. The organization’s mission is to provides oversight of program sustainment, affordability, and life cycle logistics for major weapon systems acquisition to ensure sustainability and supportability integration early in the acquisition process.

 

In this role, you will:

  • Participate in the development, assessment, and execution of pilot activities, including the evaluation of existing location-specific efforts, to assess current capabilities and capacity. This includes conducting a thorough Gap Analysis (considering aspects such as Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLP-F) to identify capability gaps, informing the operationalization of the RSF and guiding subsequent implementation activities.
  • Review and assess proposed Military Service pilot programs for feasibility and priority recommendations. Monitor, track, and report the progress of pilot program activities.
  • Participate and represent DASD PS in MRO related meetings with Military Services and stakeholders.
  • Support Military Service MRO implementation by engaging with stakeholders to resolve roadblocks and issues such as security, Intellectual property, statues, and regulations etc. Stakeholders include the Department of State, the Department of Commerce, DoD stakeholders such as Defense Security and Cooperation Agency, Under Secretary of Defense for Policy, ASD for Industrial Policy, the Joint Staff, allies and partner nations.
  • Capture and document Military Service MRO implementation lessons learned and best practices to support and assist on-going and future MRO implementations. This includes independent on-going MRO initiatives by the Military Services outside of the scope of the RSF.
  • Support the standing up and deployment of training and development programs that address workforce challenges within allied and partner nations. This includes leveraging existing education and training programs to extend capacity-building efforts to allies and partner nations, fostering a skilled workforce that can support expanded MRO activities.Support the National Defense Authorization Act (NDAA) for Fiscal Year 2024 Section 842 (Demonstration and prototyping program to advance international product support capabilities in a contested logistics environment). Participate in Section 842 planning and implementation activities and assist with the drafting of the report to Congress.

Qualifications

To be successful in this role, you will have:

  • A Bachelor’s degree required
    • A Master’s degree can be substituted for two years of experience.
  • 5 + years of relevant experience with the following:
    • Possesses and applies a comprehensive knowledge across key tasks and high impact assignments.
    • Experience with Military Services international maintenance/depot activities. The experience may include Foreign Military Sales, Direct Commercial Sales, or Cooperative programs with emphasis on the logistics aspects of those activities.
    • Evaluates performance results and recommends major changes affecting short-term and long-term project growth and success.
    • Functions as a technical expert across multiple project assignments
  • A active DoD Secret Clearance 
  • Ability to obtain a Common Acess Card (CAC)
  • U.S. Citizenship is required for this position.
  • Ability to Travel up to 10%
