Position Description

Are you looking for an opportunity to contribute to the Navy’s surface ship readiness? At Serco, we are looking for the brightest, most innovative, and driven with an appetite for wrestling complex problems. This position requires to work in the office at the Washington Navy yard vicinity. Therefore, flexibility to a hybrid work schedule is allowed.

 

This position supports the Project Manager by providing oversight of the analysis and the resolution systems issues; advising leadership and the Fleet on program management.  Assist in addressing by coordinating with personnel from across the Surface Warfare Enterprise (NAVSEA, Warfare Centers, TYCOM, Fleet, NAVSUP, and NAVWAR).  Interface with ISEAs, Planning Yard, TYCOMs, ILS, Training and other NAVSEA codes that support emergent requirements and seek step-by-step resolution to these issues.  This position has a direct impact on the effectiveness of Ships and Sailors.  Specifically, you will be assisting the Project Manager in the fielding and support for Mobile Cleaning, Recover, and Recycling System (MCRRS), Life Rafts, and the Welin Lambie Davits. 

 

In this role you will:

  • Manage Hull, Mechanical, and Electrical (HM&E) systems and work through resolution of Fleet concerns while supporting the NAVSEA Readiness Office
  • Leverage shipboard knowledge and experience gained from military service or civilian/contractor work to solve current and/or future problem areas affecting ship readiness.Provide direct support the PMS 443 APML
  • Provide data management processes to support Mh&E life cycle support.
  • Engage with various senior stakeholders and provide reports and feedback on various projects.
  • Have Navy experience as a Former enlisted or junior officer  with direct military experience with MH&H equipment, Lift Rafts and Boat davits.
  • Assist in the Analysis of Alternative processes, meetings, reporting and briefing requirements.
  • Attend and provide support to Integrated Product Teams (IPTs), Special Advisory Boards, and travel when requested for training.
  • Prepare Briefs and technical documents for Senior leadership and process improvement.
  • Maintain strong relationship and open line of communication with Assistance Program Manager (APM).
  • Assist in collecting and analyzing maintenance data.
  • Assist in developing POM Issue Papers for program planning and funding.
  • Assist in developing administrative and policy direction concerning overall program priorities and objectives.
  • Develop PowerPoint briefs showing trend analysis and corrective actions.
  • Maintain spreadsheets that track progress and capture history for various systems.
  • Using Critical Thinking skills, break down problems into smaller components and work with stakeholders to resolve these problems.
  • Take undefined emergent tasks and drive them to completion.
  • Collaborate with stakeholders regarding technical, logistics, and other fleet issues and coordinate resolution of these issues.
  • Extract operational data, conduct research and conducting analysis, and provide analyses to the PSM.
  • Attend meetings, draft written reports, and provide recommendations.
  • Coordinate and participate in working groups, program development forums, analytical activities and other forums as required to accomplish contract requirements.
  • Collect, develop and edit data for presentation to senior leadership in PowerPoint presentations.
  • Use Critical Thinking techniques to drill down to the root causes of issues affecting HM&E systems on surface ships.
  • Assist in providing administrative and policy support concerning SEA 21 program priorities and objectives.
  • Attend meetings, capture minutes & actions as directed, draft written reports, and provide recommendations to the customer.
  • Demonstrate the ability to populate, maintain, and manipulate data within a Microsoft Excel document.
  • Demonstrate superior Microsoft Office program skills to develop PowerPoint briefings, and experience working with Word documents, Excel reports, etc., for clients.

Qualifications

To be successful in this role, you will have:

  • An Active Secret Clearance is required.
    • Sponsorship may be considered for Secret Clearance eligible candidates that have specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Bachelor’s degree plus 5 - 7 years relevant work experience.
    • In some cases, educational requirements may be adjusted or waived for more than 10 years. applicable work experience.
  • Experience onboard Navy ships operating and maintaining HM&E ship systems.
    • Former enlisted or officers with Navy shipboard maintenance and modernization experience are encouraged to apply, as are former government service/contractors with Navy shipboard maintenance and modernization experience.
  • Superior skills in PowerPoint, and thorough working knowledge of Word and Excel.
  • Ability to travel 10%.

 Additional desired experience and skills:

  • Prior Experience Support Senior Staff with NAVSEA Program Office
  • Ability to produce briefing slides, metric charts, program schedules, and organizational charts.
  • Knowledge of the PPBE process and it requirements.
  • Ability to prioritize and complete assigned tasking and represent military and government leaders at technical meetings.

In compliance with state and local laws regarding pay transparency, the salary for this role is $84,842.18 to $137,867.51; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
