Position Description

Serco is seeking a Senior Military Analyst for a NAVSEA program to assist with Amphibious Ship modernization.  The Senior Military Analyst will develop and maintaining Microsoft Office based products, chair Teams meetings, and manage data related to amphibious class ship modernization and sustainment operations.  The Senior Military Analyst performs assignments for Amphibious Ships modernization, including Microsoft Teams Project Coordinator, Modernization Availability Duration Working Group (MADWG) Coordinator, process data collection, compilation, and analysis. Anticipates future requirements and assists in evaluating plans for various projects or program activities to meet requirements.  Senior Military Analyst provides management of multiple ship classes across amphibious ship programs on behalf of Waterfront & Readiness PAPM.

 

In this role, you will:

  • Provide direct support for Amphibious Class ships to the Waterfront &Readiness PAPM for planning and scheduling of each sustainment and modernization alteration at the program level.
  • Lead and /or participate in identifying, assessing, monitoring, and managing program risks by developing strategies for effective risk mitigation, avoidance, transfer, or acceptance.
  • Ensure Amphibious Ships modernization alterations are properly planned and scheduled, fully developed to maturity, and authorized for installation for each availability in accordance with applicable fielding plans.
  • Review and coordinate Advance Planning Sheets and other pre-planning products.  
  • Assist in the development and monitoring of schedules, drafting late add messages, risk messages, to priority schedule changes.
  • Evaluate program activities and developing executive level briefing materials to report programmatic status to leadership.
  • Manage continual technical updates within Navy Database Environment (NDE) and Navy Modernization Process (NMP) ensuring it aligns with program objectives.
  • Review, update, and distribute accurate and current mutable Amphibious Ship Fielding Plan for all current and future alteration installations.
  • Review Cost Models and provide feedback on budget submissions in support of successfully planning and executing programed alterations. Provide risk assessment for future installs ensuring the program is within budget.
  • Assist in preparing or coordinating the preparation of Microsoft Office based products.
  • Chair/attend meetings, draft agendas, written reports, and provide recommendations.
  • Perform additional duties and responsibilities as assigned by the Waterfront & Readiness PAPM

Qualifications

To be successful in role, you must have:

  • A Secret security clearance is required.
  • Bachelor’s degree plus 5 - 7 years relevant work experience.
    • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving modern technology or labor market shortages as reflected by market survey data.
  • Experience with Navy ship alterations and/or maintaining ship alterations planning and scheduling.
    • Former senior enlisted and officers with Navy shipboard maintenance and modernization experience are encouraged to apply, as are former government service/contractors with Navy shipboard maintenance and modernization experience.
  • Understanding/experience using the Navy Modernization Process Management and Operations Manual is a must. 
  • Ability to prioritize and complete assigned tasking and represent Military and Government leaders at technical meetings.

  • Ability to travel 10%
  • Experience with Navy Data Environment (NDE) is a PLUS.

In compliance with state and local laws regarding pay transparency, the salary for this role is $86,539.03to $140,624.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
