Position Description

The Surface Training Systems (STS) Program Office PMS 339 is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. This position supports NAVSEA in the acquisition, stand-up and lifecycle support for new Hull Maintenance & Electrical (HM&E), high-tech trainers for the Navy. Develops and evaluates plans for training systems supporting modernization, new construction acquisition programs. Provide project management support, assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses Navy surface ship engineering and/or navigational experience. Ideal candidate will also be familiar with Navy operational mission areas and training system requirements.

 

You will be part of a large team that collaborates closely with the customer and other Serco teams to deliver quality training solutions to the Surface Navy.  This team is recognized by the Navy and industry for their outstanding contributions to the contract and program.  Our team takes a customer and employee focus to ensure a positive team working environment.

 

In this role, you will:

  • Provide support to the Engineering (HM&E) PAPM as needed.
  • Provide project management and training system acquisition support for HM&E training systems stakeholders as needed.
  • Support HM&E training and engineering trainer systems development and validation.
  • Coordinate with training system acquisition stakeholders to support Planning, Programming, Budgeting & Execution (PPBE) process in support of requirements, development, delivery, and sustainment of Surface Training Systems as required by the Department of Defense 5000.2 series and OPNAV instructions for Warfare Chairs.
  • Coordinate with training system acquisition stakeholders to discuss training requirements and clarification of specific action items.
  • Develop and maintain project status briefs, trackers, and other project management tools to monitor and report cost, schedule, performance, and risk related to a portfolio of Hull Maintenance & Electrical (HM&E) training system acquisition projects.
  • Make recommendations for training requirements and advise the Mission Area Chair on defending the requirements to the Surface Warfare Training Committee (SWTC) and the resource sponsor.
  • Assist in the development of financial planning and budget forecasts for system acquisition and sustainment. 
  • Develop and update Senior Level PowerPoint Briefings. 
  • This position specializes in the planning, acquisition, activation and sustainment of Navy Training Systems and Installations. 

Qualifications

To be successful in this role, you must have: 

  • An Active DoD Issued Secret Clearance.
  • Bachelor’s degree in engineering plus 5-7 years directly relevant work experience.
    • In some cases, educational requirements may be adjusted or waived for more than 8 years applicable work experience.
  • Navy Operational / Navy Training experience and/or Navy DOD Experience.
  • Navy surface ship engineering experience as a senior enlisted or junior officer. 
  • Expert level experience with Microsoft applications, especially PowerPoint, Word, and Excel.
  • 25% travel required

Desired skills

  • 1-3 years Navy Acquisition and/or Program Management experience.
  • Demonstrated ability to support HM&E equities at the staff Level to include facilitation and development of briefing materials.
  • Possesses knowledge of Hull Maintenance & Electrical systems and applicable HM&E training and operational training system requirements.
  • Surface Warfare Officers and Surface Warfare Qualified Enlisted Experience E-7 and above.
  • Master Training Specialist (MTS) or Former Navy Instructor experience.
  • PMP Certification.
