Position Description

Serco is seeking a Principal Contractor Special Security Representative (CSSR) to join our team supporting the Mission Training Complex (MTC) at Joint Base Lewis-McChord (JBLM) in Washington. In this role, you will oversee the day-to-day management of the Sensitive Compartmented Information (SCI) security program and ensure full compliance with all regulatory and procedural requirements governing the operation of a Sensitive Compartmented Information Facility (SCIF).

 

In this role, you will:

  • Provide security oversight and ensure SCIF compliance with Performance Work Statement (PWS) requirements.
  • Administer, manage, and audit SCI security programs to ensure adherence to government regulations.
  • Develop and implement SOPs, policies, procedures, and security best practices tailored to program needs.
  • Conduct and support internal and customer-directed security assessments.
  • Investigate and report security incidents and implement corrective actions.
  • Conduct security training, awareness briefings, and ensure compliance with physical and information security protocols.
  • Monitor SCIF operations for compliance, including oversight of visitor access, prohibited items, and security posture.
  • Complete and maintain the annual CSSR checklist and SCIF binder documentation.
  • Act as the primary security point of contact for the SCIF and respond to all operational issues.
  • Support access control, personnel monitoring, and ensure information assurance compliance within the SCIF environment.

Qualifications

Qualifications

  • One of the following:
    • High school diploma or GED with a minimum of 10 years of experience supporting intelligence agency SCIF or SAP environments.
    • Bachelor’s degree with a minimum of 6 years of experience in the same areas.
    • Master’s degree with a minimum of 4 years of experience in the same areas.
  • Minimum of 3 years of special security experience with DoD or equivalent government agencies.
  • Strong working knowledge of the National Industrial Security Program Supplement and DoD 5105.21 Volumes 1–3.
  • Active DoD TS/SCI clearance.
  • Must be able to work on-site at JBLM in Washington.
  • Ability to travel up to 10% as required.

To be successful in this role, you will have:

  • Demonstrated expertise in SCI program management and SCIF operations.
  • Strong organizational skills and attention to compliance and detail.
  • Effective communication skills and the ability to coordinate with government personnel.

Additional desired experience and skills:

  • Possession of a current NSAnet account.
  • CI-scope polygraph (CSP) and completion of required oversight training:
    • OVSC1000: NSA/CSS Intelligence Oversight Training
    • OVSC1100: Overview of Signals Intelligence Authorities
    • OVSC1800: USSID SP0018 Training

In compliance with state and local laws regarding pay transparency, the salary range for this role is $82,900.00 - $124,300.00; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
