Position Description

Serco is seeking a Higher Command (HICOM) Support Team (HST) Manager 1 to join our team at Fort Leavenworth, Kansas, supporting the Army National Guard (ARNG) Mission Command Training Support Program (MCTSP). In this role, you will provide expert consulting services to military and defense clients at the Fort Leavenworth Mission Training Complex (MTC-LVN).

In this role, you will:

  • Direct the HICOM Support Team (HST) and Division HICOM Support Team (D-HST) composed of former Brigade, Division, or Corps staff who were primary within at least one Warfighting Function (WFF).
  • Coordinate HSTs and D-HSTs to replicate Higher Command (HICOM), typically at the Division, Corps, or Joint Force Headquarters levels.
  • Teach, coach, mentor, and train Division and Brigade Commanders and Staff across all Warfighting Functions, including C2 technology, the philosophy of Mission Command, and Command and Control (C2) processes.
  • Serve as Deputy Commander or Commander of the Joint Force, Corps, or Division higher command during exercises.
  • Staff Brigade HSTs and Division HSTs to enable MCTSP to support up to four large-scale, multi-echelon exercises simultaneously.
  • Ensure delivery of all exercise products, including Division and above operations orders.
  • Develop HST support packages and scenarios tailored to unit training objectives.
  • Coach and mentor Battalion, Brigade, and Division staff throughout the exercise lifecycle, from planning to After-Action Review (AAR).
  • Serve as HICOM or EXCON OIC employing scripted and dynamic master scenario event list (MSEL) injects in support of exercise objectives.
  • Facilitate the Military Decision-Making Process (MDMP) and Rapid Decision-Making and Synchronization Process (RDSP).
  • Support command post operations, focusing on synchronization and staff direction.

Qualifications

 

  • Master’s degree with a minimum of 20 years of active duty U.S. Army experience.
  • Minimum of 2 years of experience with exercise planning using the Joint Event Life Cycle (JELC) process.
  • Active U.S. Department of Defense (DoD) Top Secret security clearance with the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance.
  • Successful command experience at the Brigade level.
  • Experience supporting large-scale live and constructive training exercises.
  • Subject matter expertise in at least one Warfighting Function (WFF).
  • Familiarity with Army Mission Command Information Systems (MCIS) such as CPCE, CPoF, and JBC-P/JCR.
  • Strong background in training management and combat training center (CTC) operations.
  • Outstanding communication skills for senior military leader correspondence.
  • Must be able to work on-site at Fort Leavenworth, Kansas.
  • Must be able to travel as needed (up to 10% of the time).

To be successful in this role, you will have:

  • Proven leadership and staff management skills.
  • Deep operational understanding of Mission Command principles and systems.

Additional desired experience and skills:

  • Successful command at the Division or higher echelon level.
  • Minimum of 1 year experience with MCTSP or similar training programs.
  • Military Education Level 1 (MEL 1) graduate (Senior Service College).
  • Prior instructor experience at the Maneuver or Mission Command Center of Excellence.
  • Former Combat Training Center (CTC) Observer/Controller-Trainer experience.
  • Working knowledge of MSEL development and OPFOR tactics during exercises.
  • Experience with Army simulation systems such as IEWTPT, JLCCTC WARSIM, and LVC-IA.
  • Familiarity with Multi-Domain Operations concepts.
