Position Description

Serco is seeking a highly organized and detail-oriented SCA Accounting Clerk 3 to support the Army National Guard (ARNG) Mission Command Training Support Program (MCTSP) across multiple sites. This role encompasses a wide range of accounting and administrative responsibilities and serves as a key support function in maintaining cost control and operational efficiency across six Mission Training Complex (MTC) locations and the program headquarters.

 

In this role, you will:

  • Perform administrative, operational, and financial support tasks for six MTC sites and the headquarters location in McLean, VA.
  • Create, process, and reconcile over and above work order requests (OAWR) for labor, travel, and other direct costs.
  • Work independently to develop solutions for moderately complex issues.
  • Serve as liaison between program leadership, site managers, operations managers, and stakeholders regarding funding and cost control.
  • Maintain and input historical cost data, prepare documentation for the iBuy procurement system, and coordinate funding authorizations with the COR.
  • Track subcontractor task orders, modifications, and OAWR funding to ensure proper invoice processing and prevent overspending.
  • Maintain spreadsheets to monitor subcontractor invoices and employee monthly hours for contract compliance.
  • Generate budget, project schedule, and statistical reports.
  • Act as proxy for the Cross-Application Time Sheet (CATS) system to assist employees with timekeeping.
  • Notify subcontractors when employees near their authorized hour allocation.
  • Coordinate funding allocation with internal and external stakeholders, including customer leadership and procurement teams.
  • Manage business card orders and process Spectrum and FedEx bills to avoid late fees.

To be considered for this role, you must have:

  • A high school diploma or GED with at least 7 years of accounting or business administration experience, OR
  • A Bachelor’s degree with at least 3 years of experience, OR
  • A Master’s degree with at least 1 year of experience.
  • An active U.S. Department of Defense (DoD) Secret security clearance.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Familiarity with iBuy or similar procurement systems.
  • Ability to work on-site at one of the following locations:
    • Camp Atterbury, IN
    • Camp Dodge, IA
    • Fort Chaffee, AR
    • Gowen Field, ID
    • Fort Indiantown Gap, PA
    • Fort Leavenworth, KS

To be successful in this role, you will have:

  • Strong attention to detail and analytical skills for tracking financial data and reconciling accounts.
  • Ability to manage multiple priorities and meet deadlines independently.
  • Effective communication skills for working across diverse teams.

Additional desired experience and skills:

  • Experience with SAP (Systems, Application, and Procedures).
  • Strong multitasking and time management abilities.
