Team Submarine’s Submarine Program Offices are responsible for:

The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.

 

You must be able to obtain a Secret clearance.

 

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

As the Maritime Industrial Base Liaison Manager, you will support the U.S. Navy’s MIB by serving as a trusted advisor and execution lead who will interface with the various MIB’s division leads and Industry to assist in assessing and integrating companies that desire to become a member and support the MIB ecosystem.

 

This role is designed for an individual who is a strategic, forward-thinking professional with a rare blend of technical insight, acquisition acumen, and communication skills that will shape the future of maritime industrial base resiliency and capacity. You must understand the requirements and certifications associated with working with and succeeding in the department of defense acquisition environment. Understanding technology and readiness levels to assist in assessing how mature presented technology are applicability to the MIB are essential to this position. Additionally, you will need to grasp and understand current focus areas and urgent requirements related to the MIB’s priorities and can make the connections with industry to address these issues. This person will be out in front of MIB interfacing with industry by either responding to requests to the MIB by industrial partners or reaching out to various companies and assessing if they are a good fit for MIB’s priorities. You will assess companies, advise the MIB team of your findings, and make appropriate connections when appropriate.

This role sits at the intersection of logistics, work force, advanced manufacturing, and supplier engagement—designed to enhance maritime readiness and throughput across the submarine and maritime enterprise.

 

This position will be hybrid ideally from the Washington DC area as you will interface with MIB headquarters in the DC region frequently and work from your home. Travel will be required to engage with suppliers and others within MIB. You must be a self-motivated individual who has discipline and can succeed with minimal oversight and direction.

 

In this role, you will:

 

  • Serve as the MIB’s senior lead for maritime industrial base liaison by scouting, screening, and evaluation connecting industry to urgent Navy industrial base needs.
  • Function as a strategic acquisition specialist, identifying niche capabilities, evaluating vendor offerings, and supporting rapid contracting or funding pathways to bring novel technologies into operational use.
  • Liaison efforts to related supply chain, workforce, and technology solutions — ensuring alignment with broader DoD modernization priorities.
  • Be able to assess industry partners and their solutions as being able to work within the requirements of the DFAR, technology maturity, and how solutions and offerings align with MIB’s priorities.
  • Oversee information and knowledge management systems that capture critical program and supplier insights to inform strategic direction and programmatic investment.
  • Serve as a key communicator, translating complex technical initiatives into compelling strategic narratives and decision briefings for Navy leadership, program offices, and industrial partners.
  • Collaborate across Navy stakeholders, technical SMEs, suppliers, and technology developers to identify scalable opportunities for automation and digital enablement within submarine system production and sustainment.
  • Support the creation of strategic messaging, briefings, and acquisition summaries for senior Navy leadership and industrial base policy stakeholders.
  • Maintain a repository of industry partners who are interacting with the MIB.
  • Assist with supplier engagement activities across the MIB ecosystem.
  • Work with multiple stakeholders across the region to expedite evaluation, determine critical areas, and provide recommendations on funding MIB efforts that produce optimal return on investment.
  • Work with the MIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
  • Evaluate projects and initiatives including capital projects that will increase throughput capacity in the maritime trades, curriculum development, social media/marketing campaigns, and veteran/veteran spouse outreach, among others.
  • Provide senior-level briefings and progress updates to Navy leadership, including recommendations for targeted investments and risk mitigation actions.
  • Provide daily program, analytical, and acquisition management support to senior level executives.
  • Drafts information papers in response to Congressional inquiries.
  • Provide input to Report to Congress regarding MIB spend goals and associated return on investment.
  • Travel to regional entities to meet with local stakeholders about MIB initiatives.

Qualifications

To succeed in this senior role, you will need to have:

 

  • A bachelor’s degree in Engineering, Information Systems, Technology Management, Acquisition, or a related discipline (Master’s preferred).
  • 12+ years of progressive experience in defense acquisition, with a focus on rapid procurement, technology transition, or industrial base engagement.
  • Strong understanding of DoD acquisition frameworks, rapid procurement authorities, and technology transition pathways (e.g., SBIR, OTA, BAAs).
  • Demonstrated understanding of technical transition efforts.
  • Excellent written and verbal communication skills, including experience preparing high-level decision briefs, strategic messaging products, and technology evaluations.
  • Ability to work independently in a high-tempo, mission-focused environment, managing competing priorities and emergent needs.
  • Strong organizational and problem-solving skills, with the ability to connect disparate technical and strategic information into clear, actionable insights.
  • Experience of preparing and delivering high-stakes presentations and briefings to senior stakeholders.
  • Strong analytical, organizational, and project management skills with attention to detail and the ability to work independently.
  • Must be able to obtain and maintain a Secret Clearance.
  • Approximately 10% travel.

Preferred Skills and Experience:

  • Experience supporting Navy program offices (e.g., PEO UWS, NUWC, NAVSEA) or other acquisition organizations.
  • Experience in industry specifically related to providing products to the department of defense to include an understanding of barriers to entry, MILSPEC, MILCERT, and TRLs.
  • Familiarity with advanced manufacturing technologies, logistics, and challenges related to workforce development.
  • Background in technical due diligence, solution evaluation, and acquisition package development.
