Position Description

This position is contingent upon your ability to obtain and maintain a DoD clearance post-employment.

 

PMS 515L requires an Outfitting Manager onsite at FMM shipbuilder. This critical role will ensure the timely development, accuracy, and delivery of all logistics documentation and deliverables collaborating closely with the Project Engineer, Test Officer, ISEAs, and SUPSHIP to monitor shipbuilder’s integrated maintenance and operability requirements/planning for HM&E and Combat System. The Senior Outfitting Manager will be instrumental in supporting integrating technical logistics data into the overall ship construction and sustainment process to include human integration, maintenance, logistics product data and products, technical manuals, and provisioning.

 

In this role, you will:

  • Serve as the primary point of contact (POC) for PMS 515L technical logistics matters representative onsite.
  • Monitor and track the Design Change Notices (DCNs) implemented and effects on logistical products.
  • Assist in review and manage dispositions of Engineering Change Proposals (ECPs), Requests for Corrective Actions (RCIA) generated during the shipbuilding process, which are created during build, including safety issues, ensuring accurate reflection in logistics documentation.
  • Assist in the development and maintenance of metrics and analyze data to assess performance and implement improvements.
  • Assist FMM in planning and coordination of reviews and demos, ensuring all required logistics documentation is available and meets quality standards.
  • Monitor and oversee the development status of integrated Technical Manuals, reviewing of manuals, updates required and delivery dates.
  • Monitor and track CFE training material, planning of training events, and ensure alignment with the Navy Training Support Plan (NTSP) effort.
  • Monitor and track development of system software, testing requirements, and certification progress from a logistics perspective, ensuring adherence to testing requirements and documentation standards for maintainability and supportability.
  • Monitor and track development of system maintenance requirements including Preventive Maintenance System Cards (PMS), review of PMS cards, and performing Maintenance Demonstrations (M-Demos) to test validity.
  • Maintain active and consistent communication (weekly) with the Test Officer, Project Engineer, the Program Managers Representative (PMR), and the FMM representatives.
  • Attend IPTs, SPRs and other logistic related meetings.
  • Support in planning of HM&E and Combat Systems testing to include providing input on test procedures, schedules and ensuring equipment required is available.
  • Assist with development of Ships Systems Certifications ensuring all logistics technical documentation requirements are met for long-term sustainment.

Qualifications

To be successful in this role, you will have:

  • A current DOD security clearance or ability to obtain and maintain an Active DOD Secret Clearance.
  • Bachelor’s degree and 5 years of applicable experience. In some cases, educational requirements may be adjusted or waived for 9 or more years of relevant work experience.
  • 4 years of experience in outfitting management or related field
  • Familiarity with logistics concepts, including configuration management, supply chain management, and maintenance planning.
  • Familiarity with Naval Logistics concepts, self-starting, and able to find/solicit information independently to build on complex efforts. Strong communication and interpersonal skills
  • Ability to work independently of as a part of a team.
  • Proficiency in Microsoft Office Suite, particularly Excel for data analytics.

Preferred Qualifications:

  • Bachelor’s Degree in logistics, engineering, business, data analytics, or a related field
  • DAU level III Logistician or Equivalent
  • Experience with DoD/DoN procedures and Policies (DoD 5000 process)
  • Familiarity with data analysis and visualization tools, such as SQL, Tableau, or Power BI
  • Demonstrated expertise in technical writing and best practices with a focus on logistics documentation.
