Position Description

We are seeking a highly experienced Strategic Technical Business / Subject Matter Expert to support U.S. Air Force and broader Department of Defense institutional security, security cooperation, and strategic planning efforts. The successful candidate will lead or support multi-disciplinary teams to deliver actionable insights, assessments, and recommendations in support of international partner engagement, Foreign Military Sales (FMS), and Security Sector Governance (SSG) initiatives. This role requires expertise in capability development, acquisition planning, partner nation support, and program risk analysis in high-threat, international environments.

 

In this role you will: 

  • Serve as a senior institutional security advisor on strategy, capability development, force design, and threat-informed planning aligned with Great Power Competition objectives.
  • Lead and advise geographically dispersed teams in the development and execution of complex FMS and Security Cooperation programs.
  • Provide executive-level support and analysis on risk identification, operational gaps, and recommendations for capability alignment.
  • Evaluate, design, and implement Assessment, Monitoring & Evaluation (AM&E) frameworks for partner nation security programs.Manage integrated product teams (IPTs) across multi-billion-dollar FMS portfolios, including planning, performance monitoring, and stakeholder engagement.
  • Conduct senior-level briefings and prepare strategic decision support materials for AFMC Top 3 and other DoD leadership forums.
  • Represent USAF equities with external stakeholders including DSCA, SCOs, SAF/IA, and foreign military customers.
  • Support workforce development through team mentorship, training, performance coaching, and cross-functional alignment.
  • Develop tools, assessments, and communication materials to facilitate the execution of integrated development offices and strategic initiatives.

Qualifications

To be successful in this role you will have:

  • U.S. Citizen with active Secret clearance 
  • Bachelor’s degree required; advanced degrees in international security, leadership, or defense acquisition preferred.
  • Minimum 12- 15 years of experience in U.S. Government or DoD international programs, FMS, security cooperation, or institutional capacity building.
  • Demonstrated experience advising senior military or civilian leadership on strategic issues in high-threat environments (CENTCOM, AFRICOM, INDOPACOM).
  • Proven track record managing large, diverse teams in cross-cultural, multi-agency contexts.

Preferred Qualifications:

  • TS/SCI security clearance preferred.
  • PhD in Leadership and Change Management or equivalent terminal degree.
  • Extensive operational experience supporting countries in the EUCOM, CENTCOM, and AFRICOM regions.
  • Experience with strategic communications, risk frameworks, and senior-level advisory functions.
  • Proven success briefing senior leadership, writing high-impact reports, and managing public affairs or media responsibilities.
  • Deployment experience in security cooperation roles or acting COR in theater environments.
  • Strong analytical mindset with ability to lead research-based program improvements.
  • Highly adaptable and capable of managing competing priorities under time-sensitive conditions.
  • Collaborative, mission-focused leadership style with a commitment to mentoring junior staff and uplifting team performance.
