Position Description

Team Submarine’s Submarine Program Offices are responsible for:

The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

The Maritime Industrial Base (MIB) supports the analysis and development of the supply chain associated with the industrial base the supports the construction and sustainment of the submarine force as well as the overall navy military ecosystem. Serco-NA is seeking a motivated individual to assist to the MIB Supply Chain Director their efforts associated with Strategic Development and Communications related to mapping the industrial base, identifying critical suppliers, and developing an annual supplier assessment in support of the Integrated Enterprise plan. 

 

In this role, you will:

  • Develop and execute communication strategies that promote MIB's mission and stakeholder alignment.
  • Coordinate briefings, read-aheads, and internal reports for senior leadership and congressional engagements.
  • Provide senior-level briefings and progress updates to Navy leadership, including recommendations for targeted investments and risk mitigation actions.
  • Track industry trends and federal acquisition shifts to guide outreach and pilot program evolution.
  • Build strategic narratives around Supplier Development Funding and supply chain risk mitigation.
  • Analyze complex supplier production data, manufacturing process flows, and engineering documentation to identify and prioritize performance risks and opportunities.
  • Coordinate with PEO UWS, NUWC, and MIB stakeholders to align supply chain activities with acquisition milestones and mission requirements.
  • Manage supplier engagement activities including diagnostic site visits, root cause analysis coordination, and execution oversight of supplier modernization projects.
  • Develop and maintain centralized repositories for supplier health metrics, technical documentation, corrective action plans, and performance roadmaps.
  • Collaborate closely with Navy supply chain analysts, program office representatives, engineering SMEs, and industry partners to ensure alignment and impact across programs.
  • Track execution of Supplier Development Funding (SDF) and related initiatives, ensuring that financial investments deliver measurable performance improvements.
  • Provide daily program, analytical, and acquisition management support to senior level executives.
  • Work with multiple stakeholders across the region to expedite evaluation, determine critical areas, and assess how to fund MIB efforts that produce optimal return on investment.
  • Work with the MIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
  • Work closely with submarine shipbuilding suppliers to address critical workforce and supply chain issues they face.
  • Work with Industrial Base Analysis and Sustainment (IBAS) to implement a regionalization strategy which encourages a broad regional strategy to strengthen the Navy industrial base in the region and create an ecosystem with sufficient training, placement, and retention efforts to meet and sustain regional workforce demand.
  • Evaluate projects and initiatives including capital projects that will increase throughput capacity in the maritime trades, curriculum development, social media/marketing campaigns, and veteran/veteran spouse outreach, among others.
  • Develop relationships with local and regional workforce and economic development organizations.
  • Drafts information papers in response to Congressional inquiries.
  • Provide input to Report to Congress regarding MIB spend goals and associated return on investment.

This position will be filled remotely as you work out of your home or travel to engage with suppliers.

Qualifications

To succeed in this senior role, you will need to have:

  • A bachelor’s degree in Supply Chain Management, Business Management, or Industrial Systems (Master’s preferred).
  • 10 years of progressive experience in supply chain management, technical project management, or industrial operations—preferably in a defense or aerospace environment.
  • Demonstrated success in managing complex supplier relationships and multi-phase improvement initiatives.
  • Experience preparing and delivering high-stakes presentations and briefings to senior stakeholders.
  • Strong analytical, organizational, and project management skills with attention to detail and the ability to work independently.
  • Industrial Base/Supply chain background is a plus.
  • Nuclear submarine related UWS experience at sea or ashore is preferred.
  • Must be able to obtain and maintain a Secret Clearance.
  • Approximately 10-20% travel.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $120,194.94 to $200,324.21; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
