Position Description

We’re seeking a dynamic and experienced senior logistician to join Serco’s Amphibious Ship Section. The successful candidate will assume a critical role in overseeing and managing LHA(R) and LPD Integrated Logistics Support (ILS). This is a great opportunity to be part of a team evaluating and managing the contracts to design, construct, test, and deliver new amphibious ships. Our government support team for this specific opportunity is led by a Program Manager and Deputy Program Manger having decades of experience working within the Department of Defense and the Shipbuilding and Repair Industry. This government support team falls within our high-performing Naval Acquisition and Sustainment Operation (NASO) which provides critical services to nearly all U.S. Navy surface ships and craft and is achieving truly impactful outcomes. NASO is part of Serco's Maritime Engineering, Technology and Sustainment (METS) business unit. Serco has over 10,000 people in North America, with operations across the U.S. and Canada. The successful candidate in this position ideally brings unique combination of project management and subject matter expertise in acquisition and lifecycle logistics. As senior logistician, you’ll oversee developmental logistics tasks, ensuring compliance with contractual controls and processes. Reporting to the Program Manager, within Serco’s Amphibious Ship Section, you’ll collaborate closely with the Government Logistics Principal Assistant Program Manager (PAPM) and their team members to provide support integral to acquisition programs in preliminary and contract design support, detail design and contract support, pre-delivery availability and post-delivery support, operations and sustainment support, or fleet modernization program life cycle support areas. 

In this role you will:

  • Assisting the Logistics PAPM and the vessel ILS managers at the shipbuilder's facilities, attend meetings, and coordinate efforts with Supervisor of Shipbuilding, Conversion & Repair, U. S. Navy, Gulf Coast (SSGC); Naval Surface Warfare Center, Carderock Division-Ships Systems Engineering Station (NSWCCD-SSES); Naval Information Warfare Systems Command (NAVWARSYSCOM) [formerly SPAWAR]; Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS); Naval Medical Logistics Command (NMLC); Defense Logistics Agency (DLA); the pre-commissioning crew, and the shipbuilder,
  • Ensuring efficient delivery of products and services for the client,
  • Developing and/or implementing client's logistical policies, procedures, and programs,
  • Conducting Configuration Management (CM) by maintaining the integrity of work products using configuration identification, configuration control, configuration status accounting, and configuration audits,
  • Perform business development
  • Developing and managing ILS support contractor staff
  • Identifying risks and proposing solutions.

Qualifications

To be successful in this role you will have:

  • Bachelor’s degree and 11 years of relevant experience. In some cases, educational requirements may be adjusted or waived for 15 or more years of relevant work experience.
  • 11 or more years of relevant experience with U.S. Navy or U.S. Coast Guard ILS acquisition and lifecycle management program is required. Years of relevant ILS experience in an acquisition environment is defined as product support with a life cycle management focus and include activities and aspects that extend across the life cycle in more than four of the “Twelve Integrated Product Support (IPS) Elements”, as outlined in Appendix A of the DoD Product Support Manager’s (PSM) Guidebook and the DoD Integrated Product Support Element (IPS) Guidebook. These twelve IPS elements are:

o   Product Support Management

o   Design Interface

o   Sustaining Engineering

o   Supply Support

o   Maintenance Planning and Management

o   Packaging, Handling, Storage, and Transportation (PHS&T)

o   Technical Data

o   Support Equipment

o   Training & Training Support

o   Manpower & Personnel

o   Facilities and Infrastructure

o   Computer Resources

  • Relevant experience performing ILS and managerial work in support of an ACAT acquisition program is required.
  • Expertise and work efforts experience focused on the analysis of the customer's business goals, objectives, needs and the general business environment to solve logistical problems.
  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
  • Ability to support activities in a shipyard or naval facility. Some work will occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, validations, or loadouts, will be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Ability to travel (less than 10%) to support activities in a shipyard or naval facility or onboard ship while underway.
  • A current DoD security clearance or an interim clearance prior to hire. A condition of employment is based on your ability to obtain and maintain your clearance.
  • United States (U.S.) citizenship.

 

Additional desired experience and skills:

  • Relevant U.S. Navy or U.S. Coast Guard experience in ship and/or landing craft acquisition experience is desired. Relevant amphibious warship ship and/or landing craft acquisition experience within a PEO Ships program office is ideal and will be given preference over others.
  • Familiarity with Supervisor of Shipbuilding, Conversion, and Repair, USN, Gulf Coast (SSGC) operations and staff is highly desirable.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) certification is desired.
  • Preferred specialized experience includes:

o   Product Support Planning per DoD 5000.02

o   Ship Configuration and Logistic Information System (SCLSIS) Type 2, 3, & 4 data element development

o   Coordinated Shipboard Allowance (COSAL) processes to include provisioning, procurement, "push pull", warehousing and shipboard loadout

o   Support and Test Equipment (S&TE) ILS processes

o   Configuration Status Accounting for Amphibious Ship Classes

o   Allowance Change processes

o   Shipboard Validation/Verification of Damage Control Products, PMS, and Technical Manuals are accurate and reflect the as-built configuration
