Position Description

Serco’s Learning & Performance Solutions (LPS) team seeks a seasoned learning professional to provide advisory support services and scalable learning solutions for  new and existing DoD and federal clients. You will be involved early in the business development and capture phases to assist with client engagement and needs identification through proposal development, and program startup and execution.  If you love complex programs where you will contribute to the analysis, design and development of new products and solutions using a variety of analysis approaches innovative design techniques, and disciplined program / project management methods, Serco has a great opportunity for you!

 

Serco is looking for a Learning and Performance SME to join our talented team of learning and content developers. This is a 100% remote and Part-time-on-call opportunity.  Bring your expertise and collaborative skills to make an impact with our Learning and Performance Solutions (LPS) organization. You will be part of a team of learning and development experts that work closely together and with our government and military partners to help develop and implement training solutions for DoD and Civilian agencies to meet critical missions.

 

 In this role, you will:

  • Advisory Support - support business development, capture, and proposal development activities.
  • Analyze needs & workflows – conduct task / performance analyses, map processes, and define measurable requirements.
  • Design solutions – create ISD-compliant training, eLearning, performance support, and process improvements that meet client goals.
  • Develop & author – build engaging digital content with Articulate 360 (Storyline, Rise), Adobe Captivate, Camtasia, or similar tools; manage assets in an LMS.
  • Evaluate & improve – apply Kirkpatrick or equivalent models; interpret data, summarize findings, and recommend enhancements.
  • Consult & collaborate – build strong client relationships, advise on product integration, and champion innovation. Evaluate effectiveness of training and recommend improvements.
  • Lead projects – apply project-management best practices (scope, schedule, risk, budget) to juggle multiple initiatives and stakeholders.

Qualifications

To be successful in this role, you will have:

  • The ability to pass a contract-specific background investigation
    • Requires US Citizenship
  • Bachelor’s in Instructional Systems Design, Education, or related field.
  • 8+ years in learning / performance consulting or instructional design.
  • Hands-on proficiency with eLearning authoring suites (e.g., Articulate 360, Captivate) and multimedia tools.
  • Project / task-lead experience; expert in MS Office and familiar with LMSs (e.g., Moodle) and analytics (e.g., Power BI).
  • Excellent written, verbal, facilitation, and client-facing skills.
  • Experience working on government proposals.
  • Ability to travel up to 10%

 

Additional desired experience and skills:

  • PMP®, PMI-ACP®, or comparable project-management certification.
  • Kirkpatrick certification or equivalent expertise in training evaluation.
  • Experience designing career / competency frameworks and accredited certification programs.
  • Advanced qualitative & quantitative research skills (survey design, focus groups, statistical analysis).
  • Prior consulting for DoD or other federal agencies.
