Team Submarine’s Submarine Program Offices are responsible for:

The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class’s capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.

 

You must be able to obtain a Secret clearance.

 

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

Serco-NA is seeking a motivated individual to be an Executive Assistant/Office Manager assisting ASN RD&A ‘s Maritime Industrial Base SES Director in in support of their efforts related to the Maritime Industrial Base (MIB). This individual will assist in supporting the directorate which oversees several directors that are involved in industrial workforce engagement, industrial base supply chain related issues, MIB strategic messaging, and promoting advance technology with NAVSEA and with numerous MIB suppliers.  Each of these directorates under the director operate remotely across the US and manage the efforts of several subject matter experts who are dispersed in various locations. MIB has been tasked to address the industry that supports the construction and maintenance of the nation’s submarines and other maritime ships.

 

You will be entrusted to exercise discretion and independent judgement daily when presented with numerous and at times conflicting options while leading the execution of front office related matters to include oversight of calendars; contact management/ screening; travel optimization/budget; correspondence review and editing; tracking/directing the completion of action items; assessing/developing policy; and a host of other functions that can have a significant impact on the success of the office, director, and their subordinates in their ability to execute their duties in a very fast paced and dynamic environment as they oversee hundreds of people operating remotely across the US. You will manage all matters and make quick decisions without prior approval within the front office and will interface with senior executives within the Department of Defense as well as Congressional Staffers. If your desire is to make a difference in the construction and sustainment of the US Navy Submarine force, this position is ideal. This position will be onsite near or on the Washington Navy yard supporting the SES in charge of MIB with occasional hybrid option depending upon the SES’s schedule.

 

In this role, you will provide executive support and leadership in various capacities that will be essential to success of the office, including but not limited to:

 

  • Report to and provide counsel for a Navy executive/senior level manager – SES/Flag or O-6/GS-15.
  • Oversee and manage the daily functional operation of a complex NAVSEA program organization, ensuring efficient administrative support, maintaining compliance with company policies and procedures, and providing high-level support to senior management.
  • Lead and direct the work of others, including clerical, administrative, logistical support, and information technology personnel. Be familiar with a variety of the program office’s technical efforts, internal practices and procedures, and both internal and external stakeholders. You will apply a professionally accumulated body of knowledge to develop and oversee tasks and projects.
  • Facilitate development, implementation, and revision of work procedures and standards with key stakeholders across multiple organizations to improve efficiency and effectiveness of assigned operations.
  • Rely on experience and judgment to plan and accomplish goals. Execute work with minimal supervision by your principal. A significant degree of creativity and latitude is required.
  • Ensure compliance of program office personnel with established program office standards.
  • Office Management.  Lead the planning, coordination, and execution of all office operations to ensure a productive, professional, and well-organized work environment that supports executive and organizational goals. Evaluate, develop, and implement office procedures and policies to enhance operational efficiency and compliance.
  • Document Preparation.  Draft, format, and prepare documents, presentations, and reports to support business processes and project objectives, ensuring documents are well-structured and error-free.
  • Meeting Coordination.  Support senior leadership with scheduling, correspondence, and administrative tasks, including preparing agendas, taking minutes, and tracking action items to ensure effective communication and follow-up.
  • Travel and Expense Management.  Plan, coordinate, and manage complex travel itineraries for senior executives, ensuring cost-efficiency, compliance with company travel policies, and minimal disruption to schedules. Manage travel budgets, track expenses and process travel expense reports.
  • Communication Support.  Act as a point of contact for internal and external communications, including disseminating important information, updates and policy changes, to ensure clear internal communication, distributing a wide range of correspondence to maintain positive relationships with clients, suppliers and other external parties, managing inquiries and complaints.
  • Project Assistance.  Provide administrative support to various projects, ensuring timely completion of projects. Tasks include working with project managers to ensure the project stays on track, monitoring progress, and keeping senior leadership informed about project progress, challenges and successes.
  • Information Management. Assist in managing information flows, organizing documents, and potentially updating website content or internal databases, to ensure data integrity and confidentiality, in compliance with company policies and government regulations.
  • Supply Management.  Manage office supplies inventory, ensuring the availability of necessary materials and placing orders as needed.

Qualifications

To be successful in this role, you will:

  • Bachelor’s Degree and five years’ experience or at least ten years of experience preferably in a government or defense-related environment.
  • Two years of supervisory experience in an office setting.
  • Experience as an executive assistant preferably supporting an SES or flag officer within the NAVSEA front office environment is desired.
  • Reporting to work at the Navy Yard 5 days a week except for government holidays is expected with occasional exceptions.
  • Strong organizational, communication, and multitasking skills with the ability to prioritize tasks and work under deadlines.
  • Ability to work independently, make independent decisions, and be part of a cohesive team of executive assistants.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and other relevant software.
  • Ability to obtain a DoD Secret Level Security Clearance.
  • Travel may be required up to 10%
  • Experience in supporting Navy or DoD-related programs are a significant plus.
  • Familiarity with government contracting processes.
  • Understanding the Navy Correspondence manual is a must.
  • Knowledge of document/file management systems.
  • Knowledge of SharePoint is a must.
  • Active NMCI/Flankspeed account and CAC (Common Access Card) are a plus.
