Position Description

Serco supports the Commander, Naval Air Forces (CNAF) in analyzing, defining, and defending readiness requirements through the PPBE process. You will be the primary analyst and subject matter expert on readiness requirements, working with and advising Government personnel in the CNAF N8 Requirements Directorate. Work is predominately onsite at the Naval Base Coronado based in San Diego, CA. 

 

In this role, you will:

  • Provide budgetary analysis for the CNAF Flying Hour Program and related readiness accounts (flying hours, TAD dollars, PRE/PRL support, depot level maintenance, etc.) for squadrons, air wings and aircraft carriers, required to support the Optimized Fleet Readiness Training Plan (OFRTP) across the Fiscal Year Defense Plan (FYDP).
  • Support planning and programming of the CNAF Flight Hour (1A1A) and Flight Hour Other (1A2A) programs for development of POM submissions.
  • Research and prepare briefing material in support of the PPBE process.
  • Provide continuity of the PPBE cycle knowledge and PBIS support to the Flying Hour Program Manager.
  • Serve as the CNAF POC for Cost Adjustment and Visibility Tracking System (Navy Flying Hour Program) validation during the PPBE process.
  • Assist CNAF N8C in the analysis and interpretation of Carrier Operations and Maintenance budgetary policies, practices, and programmatic changes to include the impact of potential and realized Carrier Operations and Maintenance budgetary shortfalls to support plans, programs and activities.
  • Act as the CNAF N8 Requirements Directorate liaison for all matters pertaining to the tracking and analysis of the Aircraft Intermediate Maintenance Depot (AIMD), Air Traffic Control Systems, Aircraft Support Equipment and Aircraft Systems Support budgets (Aviation Readiness Accounts 1A3A, 1A4A, 1C7C and 1A4N) throughout the PPBE cycle.
  • Support CNAF equities at OPNAV N83’s annual Flying Hour Program (FHP) planning conference.
  • Provide assessment and recommendations on shore aviation infrastructure requirements on west coast and Pacific Fleet installations.
  • Represent CNAP at the working level in OPNAV’s Strategic Laydown process and provide analysis, assessment and recommendations to CNAP N8 staff on aviation areas of concern.

Qualifications

To be successful in this role, you will have:

  • An active DOD Secret clearance.
  • Bachelor's degree in business, finance, engineering, science, mathematics or equivalent and work experience related to systems design analysis, functional requirement analysis, and implementation or transition planning for government or commercial systems and processes.
  • Minimum of ten (10) years of experience in supporting studies, analyses, surveys and reporting requirements and budget development.
  • Demonstrated experience in Navy PPBE
  • Thorough understanding of Naval Aviation readiness, and the components of the PESTOF pillars
  • Demonstrated experience in difficult analysis; works cross-functionally in analyzing, designing and developing business solutions.
  • Be able to lead, provide vision, set goals, analyze needs, and define processes at the enterprise level on major programs.
  • Understand customer needs and communicate effectively.
  • High proficiency in MS SharePoint, MS Teams, MS Office including Word, PowerPoint, and Excel.
  • Ability to travel 10%

Preferred qualifications:

  • Master’s Degree
  • OPNAV, NAVAIR, PEO, or HQ USMC staff experience
  • Practical experience managing Flying Hour Program (FHP) at the Wing level or higher
  • Practical experience in Navy PPBE

In compliance with state and local laws regarding pay transparency, the salary for this role is $111,269.26 to $180,812.25 however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
