As the Financial Analyst position at our Washington, D.C. location, you will be on a dynamic team, supporting Team Submarine where you will support contract management of the VIRGINIA Class Submarine Program Office (PMS450) and provide technical and programmatic support to the U.S. Navy’s Team Submarine Program Offices at the Washington Navy Yard in Washington, DC!  Bring your expertise and collaborative skills to make an impact on our military defense and safety of our sailors.

 

Serco supports the US Navy as a prime for their Team Submarine SHAPM contract supporting the acquisition of submarines.

 

PMS450 is the acquisition program office for the New Construction of Attack Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. PMS450 is responsible for developing and deploying a more affordable, nuclear-powered attack submarine with multi-mission capability and enhanced capabilities for performance in littoral areas. VIRGINIA Class submarines support five of the six Navy core maritime capabilities: Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection.

 

In this role, you will:

  • Provide daily support to Financial Management team.
  • Provide financial analyst services including data gathering, budget and financial analysis, and trend analysis.
  • Responsible for various financial functions such as budgeting, auditing, forecasting and analysis.
  • Collect and reviews financial data from various sources.
  • Create, maintain, and update financial databases and spreadsheets, and generates various financial reports as required.
  • Advise on acquisition strategies, contracting procedures, budget planning, and execution processes.
  • Assist technical teams with the development of Statements of Work (SOW), Contract Data Requirements Lists (CDRLs), and incentive planning.
  • Support contract negotiations, assessing price reasonableness, and managing contract administration and termination actions.
  • Coordinate and preparing contract modifications such as funding actions, award fees, performance period extensions, and administrative updates.
  • Developing and managing overarching program planning documents in alignment with DoDI 5000.02 and relevant DoD and Navy poliicies.
  • Maintain appropriate records and documentation.
  • Maintain a comprehensive log of all incoming Contract Data Requirements Lists (CDRLs) and report updates regularly to the Contracting Officer Representative (COR).
  • Draft, update, and manage CDRLs for both new and existing contracts in alignment with program requirements.
  • Support the COR in performing duties related to contract oversight and deliverable tracking.
  • Prepare and draft contract modifications for Procurement Requests (PRs).
  • Create, update, and manage Financial Procurement Request documentation.
  • Develop and modify Technical Instructions (TIs) in coordination with program needs.
  • Plan and coordinate bi-weekly collaboration events between submarine contractors and government personnel to strengthen integration, education, and cooperation across Team Sub.

Qualifications

To be successful in this role, you will have:

  • An Active or Current Secret clearance 
  • U.S. Citizenship
  • A Bachelor’s degree in accounting, business, finance, or related field
    • An Associate's Degree and 2 years of additional experience or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
  • 3 years of experience (Experience directly supporting a Navy customer in a business or financial capacity highly preferred)
  • Knowledge of the Navy’s Planning, Programming, Budgeting, and Execution processes and policies.
  • Proficient Microsoft Office skills especially with Excel and PowerPoint.
  • Ability to work both in a team environment and independently, and often under short, multiple deadlines.
  • Ability to travel up to 10% of the time and some travel outside the DC area may be required.

Additional desired experience and skills:

  • Experience in the following:
    • Federal contracting regulations and procurement procedures
    • DoD Major Capability Acquisition System processes
    • Joint Capabilities Integration and Development System (JCIDS)
    • Planning, Programming, Budget and Execution (PPBE) processes
    • Budget Automation and Process Improvement
    • Cost Analysis
    • Data Management and Analysis
    • Navy Enterprise Resource Planning (ERP)
    • Other DoN financial automated and budgeting systems to perform financial execution functions.
  • One year of past experience supporting a DoD customer as a financial analysist is desired.
  • Familiarity with rules governing the different Navy Appropriations, with specific knowledge of O&M,N accounts.
  • Work experience in the Navy and specifically within Team Submarine or submarines in general.
  • Knowledge of DoD policies, NAVSEASYSCOM/Team Submarine policies and procedures.
  • Submarine experience.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $66,154.44 to $99,232.27; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
