Position Description

We’re seeking a dynamic and experienced Navy Live Fire and Test Evaluation (LFT&E) Manager to join Serco’s Amphibious Ship Section. The successful candidate will will work in our Washington D.C. office and will assume a critical role in overseeing and managing LHA(R) and LPD LFT&E. This is a great opportunity to be part of a team evaluating and managing the contracts to design, construct, test, and deliver new amphibious ships. Our government support team for this specific opportunity is led by a Program Manager and Deputy Program Manager having decades of experience working within the Department of Defense and the Shipbuilding and Repair Industry. This government support team falls within our high-performing Naval Acquisition and Sustainment Operation (NASO) which provides critical services to nearly all U.S. Navy surface ships and craft and is achieving truly impactful outcomes. The successful candidate in this position ideally brings a unique combination of project management and subject matter expertise in Naval ship acquisition and operational test/developmental test and evaluation planning and execution. As LFT&E Manager, you’ll oversee Total Ship Test Program activities, ensuring compliance with contractual controls and processes. Reporting to the Test and Evaluation (T&E) Management Lead, within Serco’s Amphibious Ship Section, you’ll collaborate closely with the Government T&E Principal Assistant Program Manager (PAPM) and their team members to provide support integral to acquisition programs in preliminary and contract design support, detail design and contract support, pre-delivery availability and post-delivery support, operations and sustainment support, or fleet modernization program life cycle support areas.

 

This position is contingent upon your ability to maintain your active Top-Secret level DoD Secret clearance.

 

Your responsibilities include:

  1. Assisting the T&E PAPM and the vessel T&E managers in the preparation and maintenance of LFT&E documentation, including: (1) LFT&E strategies for input to the Test and Evaluation Master Plan (TEMP), (2) LFT&E Management Plan, (3) LFT&E variance requests, (4) Total Ship Survivability Trials (TSST) test plans, (5) Surrogate Tests plans and test procedures, (6) Shock Trials test plans, test procedures, and environmental analyses, and (7) LFT&E budget tracking.
  2. Prepare comments for LFT&E assessment reports, including Survivability Assessment Report (SAR), Vulnerability Assessment Report, and TSST Report.
  3. Assist in coordination of the planning and conduct of Navy certifications, qualifications, inspections, Builders Trials (BT), Acceptance Trials (AT), Post Delivery Test and Trials (PDT&T), and Final Contract Trial (FCT), and the data management system to manage trial card deficiencies.
  4. Interact with other teams, Supervisor of Shipbuilding, Conversion, and Repair, USN (SUPSHIP), and Shipbuilder personnel to resolve test issues and propose solutions; coordinate the resolution of T&E issues with other Government organizations.
  5. Evaluate and make recommendations on process improvements.
  6. Provide support in the development of studies and cost/feasibility studies.
  7. Work with Government Furnished Equipment (GFE) Team for system and equipment changes that will affect testing.
  8. Track and maintain Test Procedures and Test Reports, ensuring they meet technical requirements of the ship specification and recommend approval or disapproval. Maintain the T&E Data Repository.
  9. Assist the Government in identifying funding requirements for Developmental Test and Evaluation, Operational Test and Evaluation, LFT&E, Production Acceptance Test and Evaluation events, Inspection and Survey (INSURV) events, and Post Delivery Test and Trials (PDT&T) events.
  10. Correlate the ship specifications with the Capability Development Documents (CDD) and the TEMP into the Requirement and Test Traceability Matrix.

 

You will also cultivate positive relationships with internal and external stakeholders including Naval Sea Systems Command (NAVSEA), Supervisor of Shipbuilding (SUPSHIP) Gulf Coast, and other stakeholders by offering support and contributing to satisfying current and future Navy and Marine Corps needs for all current and any future Programs/Platforms under the cognizance of the supported Navy Program Executive Office (PEO) Ships’ Amphibious Warfare Program Office (PMS 377). Qualifications

To be successful in this role, you will have:

  • Successfully completed a bachelor’s degree from an accredited college or university. Ten (10) or more years of relevant experience with U.S. Navy or U.S. Coast Guard program management, Government technical management, or Industry business management is required with significant years of relevant T&E experience. Military or DoD experience can be substituted for a degree with an additional four (4) or more years of specific work experience demonstrated in an analogous or higher-level position.
  • Relevant experience performing T&E and managerial work in support of an ACAT acquisition program is required.
  • Expertise and work efforts focused on the analysis of the customer's goals, mission objectives, needs and the general business environment to solve T&E problems.
  • Ability to use independent judgement or discretion in task accomplishment without crossing over to performance of inherently governmental functions (see FAR 7.503).
  • Ability to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools.
  • Ability to support activities in a shipyard or naval facility. Some work will occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair, and/or underway trials. Walking and climbing throughout the ship, to accomplish ship checks, validations, or loadouts, will be required. Exposure to high noise levels, uncomfortable temperatures, heights, or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Ability to travel (less than 10%) to support activities in a shipyard or naval facility or onboard ship while underway.
  • A current DoD Top Secret security clearance or an interim clearance prior to hire. (Will consider individuals administratively downgraded from a previously held Top Secret clearance.) A condition of employment is based on your ability to obtain and maintain your clearance.
  • United States (U.S.) citizenship.

Additional desired experience and skills:

  • Relevant U.S. Navy or U.S. Coast Guard experience in ship acquisition experience is desired. Relevant amphibious warship ship and/or landing craft acquisition experience within a PEO Ships program office is ideal and will be given preference over others.
  • Familiarity with Supervisor of Shipbuilding, Conversion, and Repair, USN, Gulf Coast (SSGC) operations and staff is highly desirable.
  • Defense Acquisition Workforce Improvement Act of 1990 (DAWIA) certification is desired.
