Position Description

Serco provides support in requirements development, programming, budgeting, and subject matter expertise  to the Office of the Chief of Naval Operations, Air Warfare Division (OPNAV N98). As the Naval Aviation Training Requirements Senior Analyst, you will work directly with the Training Requirements Officer (N980T) and other senior staff to build, integrate, and defend the annual N98 Program Objective Memorandum (POM) for Chief of Naval Air Training (CNATRA) Naval Aviator Production Process (NAPP), and Navy/USMC Fleet Readiness Squadron (FRS) Programs.

 

In this role you will:

  • Collaborate with Chief of Naval Air Training (CNATRA), Naval Aviator Production Process (NAPP) stake holders, and USN/USMC Fleet Readiness Squadron (FRS) representatives to produce the N98 annual and semi-annual Training Requirements Letter (TRL), the annual FRS Overhead/Attrition Rates Memo, and provide to OPNAV N83, an annual FRS Flight Hour Requirements POM input.
  • Provide SME support regarding CNATRA/FRS NAPP Production Planning Factors (PPFs) and the maintenance/review of the OPNAV 3500.31 PPF instruction and manual.
  • Maintain and update the USN/USMC cost to train workbooks for all Fleet TMS.
  • Maintain communication with Navy and Marine fleet strike fighter and other Navy TACAIR requirements officers on fleet requirements and integration across a wide range of topics and issues.
  • Support requirements officer in annual and ongoing training requirements vetting process to ensure the fleet’s priorities are addressed.
  • Edit and/or write Joint Capabilities Integration and Development System (JCIDS) documents for government review and acceptance.
  • Produce executive level presentations and point papers for government review and acceptance.
  • Provide analysis regarding program execution, out-year planning and the creation of the POM and program requirements issue sheets.
  • Draft briefs, issue sheets, white papers and trade studies as requested by the requirements officer for government review and acceptance.
  • Provide analysis of CNATRA program requirements for the annual Program Requirements Review (PRR) process for government review and acceptance.
  • Use the Program Budget Information System (PBIS) to analyze changes to CNATRA funding lines.
  • Monitor and analyze program office execution for potential under execution to prevent reallocation of funds.
  • Collect and analyze data pertinent to program fiscal procedures and patterns of performance to enable accurate and timely project management.

Qualifications

To be successful in this role, you must have:

  • An active DOD Secret clearance
  • Bachelor’s Degree
  • Ten years’ experience balancing aviation training resources and requirements
  • Five years’ PPBE experience at OPNAV or equivalent level (Echelon I)
  • Experience using PBIS to monitor and analyze program funding and execution
  • Proficient in MS SharePoint, MS Teams, MS Office including Word, PowerPoint, and Excel
  • Ability to travel 10%

Preferred qualifications: 

  • Master’s Degree
  • Active duty experience as a Naval Aviator/ Naval Flight Officer
  • Experience on or working with the CNATRA staff.
