Team Submarine’s Submarine Program Offices are responsible for:

 

The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).

 

The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.

 

You must be able to obtain a Secret clearance.

 

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

 

The Maritime Industrial Base (MIB) supports the construction and sustainment of the submarine force as well as the overall navy military ecosystem through multiple levels of effort that include workforce development, supply chain analysis, advance manufacturing, and strategy and communications.

 

Serco-NA is seeking a motivated individual/consultant to assist the MIB Operations cell in assisting with maritime acquisition and finance management in a very diverse, high-paced, and complex/fluid environment that involves various contract and financial management related decisions associated with multiple endeavors orchestrated by the government and other contractors to achieve a cohesive MIB strategy. You would be responsible for providing subject matter expertise related to maritime finances, construction, and acquisition based upon your previous broad experience. You will be involved in reviewing, assessing, and analyzing acquisition contracts covering workforce development, supply chain assistance, and advanced manufacturing in collaboration with senior Serco and Navy staff. Furthermore, you will assess and provide recommendations to MIB based upon your commercial experience related to the maritime construction ecosystem.

 

This is a part time position that is on call and will be remotely from home with occasional travel to engage with industry that engage with MIB as well as the MIB office in Washington, DC.

 

In this role, you will:

  • Financial Analysis & Program Management: Evaluate comprehensive financial models, budgets, and forecasts for program portfolios; conduct ROI analyses and credible financial projections; ensure compliance with financial policies and statutory requirements; evaluate program expenditures and financial risk assessment.
  • Strategic Advisory & Business Partnership: Provide financial insights and recommendations to optimize program effectiveness, outcomes, and financial positioning; support business case development for new or existing initiatives; advise on program financial restructuring opportunities; facilitate financial decision-making across program teams.
  • Stakeholder Collaboration & Reporting: Partner with program managers, executive leadership, and external stakeholders; prepare detailed financial reports and presentations; support contract negotiations and vendor management; mentor staff on financial management best practices.
  • Work with senior leaders to develop and execute financial, acquisition, and contract strategies that promote MIB's mission and stakeholder alignment.
  • Will work both independently and collaboratively as part of a team.
  • Direct and educate others on the commercial maritime acquisition and financial processes.
  • Develop, write, and edit functional descriptions, specifications, special reports, or any other customer contract deliverables and documents.
  • Meet with other subject-matter experts to ensure specialized topics and deliverables within financial or acquisition contracts are appropriately addressed.
  • Coordinate briefings, read-aheads, and internal reports for senior leadership and congressional engagements. Provide senior-level briefings and progress updates to Navy leadership, including recommendations for targeted investments and risk mitigation actions.
  • Work with the MIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
  • Drafts information papers in response to Congressional inquiries.
  • Provide input to Report to Congress regarding MIB spend goals and associated return on investment.

Qualifications

To succeed in this senior role, you will need to have:

  • This role will require an experienced acquisition and contract manager, preferably with Navy, government experience, and commercial maritime experience who can operate with minimal direction, synthesize available information, and build from existing content to develop strategic narratives, roadmaps and visual content.
  • Bachelor’s in Business Administration is required.
  • Greater than 12 years’ experience with commercial or finance.
  • Experience in global maritime operations, ship building, and innovation are a must.
  • Experience in preparing and delivering high-stakes presentations and briefings to senior stakeholders.
  • Strong analytical, organizational, and project management skills with attention to detail and the ability to work independently.
  • Previous NAVSEA contracting experience is preferred.
  • Previous experience for the Department of Defense (DoD) is preferred.
  • Intermediate level of proficiency with Microsoft Word, Microsoft Excel, and Microsoft PowerPoint is required.
  • Experience with Microsoft SharePoint preferred.
  • Demonstrated excellence in verbal and written communication skills. Must be fluent reading, writing, speaking, and understanding the English language.
  • Knowledge of Federal acquisition terms and concepts.
  • Meticulous attention to detail and effective professional correspondence.
  • Ability to work independently to create, track, and report on plans to complete multiple documents on the project in a timely fashion with minimal supervision.
  • Must work well within a time sensitive environment - ability to work under tight deadlines.
  • Knowledge and understanding of agency structure, organizations, programs, missions and functions sufficient to provide support in the planning, development and coordination of the management and administrative activities of the office.
  • Proficient in preparing, selecting, organizing, and presenting information concisely.
  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
  • Maritime Industrial Base background is a requirement.
  • Must be able to obtain and maintain a Secret Clearance.
  • Approximately 10% travel.
