As the Program Supply Chain Liaison (VA Class Submarines) within PMS 450, you will be on a dynamic team working remotely from home, supporting Team Submarine where you will be the liaison between the MIB Directorate in ASN RDA and PMS 450. In this role, you will sit at the intersection of logistics, digital transformation, technical manufacturing, and supplier engagement—designed to enhance readiness and throughput across the submarine enterprise. You will be focused on VA Class Supply Chain issues and how they related to the efforts of MIB as they map the maritime industrial base, identify critical suppliers, and develop an annual supplier assessment in support of the Integrated Enterprise plan. Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force. The Maritime Industrial Base (MIB) supports Team Submarine as well as the overall Maritime Industrial Base.

 

In this role, you will:

  • Be the PMS 450 advocate as you work with MIB in their assessment the Submarine Industrial Base supply chain and develop an understanding of the overall requirements and challenges faced by submarine suppliers.
  • Be responsible for identifying bottlenecks, overseeing implementation of technical solutions, and supporting data-driven decisions that directly impact national defense priorities.
  • Lead and assist in coordinating with MIB Supply Chain in support of PMS 450.
  • Provide daily program, analytical, and acquisition management support to senior level executives.
  • Work with multiple stakeholders across the region to expedite evaluation, determine critical areas, and assess how to assist PMS 450 MIB efforts that produce optimal return on investment.
  • Work with the MIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
  • Work closely with submarine shipbuilding suppliers to address critical workforce and supply chain issues they face.
  • Through MIB, work with Industrial Base Analysis and Sustainment (IBAS) to implement regionalization strategy which encourage a broad regional strategy to strengthen the Navy industrial base in the region and create an ecosystem with sufficient training, placement, and retention efforts to meet and sustain regional workforce demand.
  • Evaluate projects and initiatives including capital projects that will increase throughput capacity in the maritime trades.
  • Develop an understanding of how submarine sustainment and the supply chain impact PMS 450.
  • Be an advocate for advance manufacturing as a potential solution set for improving capability and capacity of the PMS 450 supply ecosystem.
  • Develop relationships with local and regional workforce and economic development organizations that impact PMS 450.
  • Draft information papers in response to Congressional inquiries.
  • Assist with inputs to Reports to Congress regarding MIB spend goals and associated return on investment.

Qualifications

To be successful in this role, you will have:

  • An Active or Current Secret clearance 
  • U.S. Citizenship
  • A Bachelor’s degree in accounting, business, finance, or related field
    • An Associate's Degree and 2 years of additional experience or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
  • 5 years of experience supporting submarine acquisition, maintenance, maritime industry, operations or related/similar experience.
  • Experience/knowledge of submarine construction and supply chain.
  • Experience with Submarine contracting.
  • Project management experience.
  • Experience conducting Data analysis and presenting results.
  • Outstanding communication skills, both written and oral.
  • Abilitry to be a customer-oriented team player focused on mission who is self-motivated
  • Ability to interact with industry and senior leadership.
  • Ability to work independently and remotely.
  • Ability to travel 10% of the time and potentially be able to travel to regional entities to meet with local stakeholders about supply initiatives.

Additional desired experience and skills:

  • Master’s degree in business, supply chain, logistics, education, science, or an engineering discipline.
  • Submarine shipyard experience.
  • Experience working with PMS 450 program office personnel.
  • Industrial Base/Supply chain background.

In compliance with local laws regarding pay transparency, the salary range for this role is $111,269.26 to $180,812.25; however, Serco considers several factors when extending an offer, including but not limited to,  the role and associated responsibilities, a candidate's work experience, education/training, contract funding, and key skills.
