Position Description

Serco is excited to continue support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

 

Our F-35 JPO Program Senior Program Manager position is located in Crystal City, Arlington, VA, and serves in an integrator role providing program management support to the F-35 JPO Director of Integrated Acquisition & Affordability (DIA&A) in managing JPO functions as they relate to business operations, foreign compliance, process improvement, cost, requirements, and acquisition.

 

You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

 

In this role, you will:

  • Support DIA&A by serving as the primary coordination point between the F-35 JPO's Program Management Offices (PMOs); Air Vehicle, Propulsion, Training Systems & Simulation, Maintenance Systems, International Directorate, Combat Data Systems, Office of Chief Information Officer, and Future Capability & Technology Directorate.
  • Facilitate cross-functional integration of requirements, schedules, deliverables across multiple F-35 program elements, including U.S. Services and international partner nations.
  • Track and synchronize milestons, risks, and dependencies, ensuring timely resolution of integration issues affecting cost, schedule, or performance.
  • Prepare, consolidate, and deliver program updates, status reports, and decision briefs for senior leadership, including the Program Executive Officer (PEO) and Deputy PEO.  
  • Coordinate with prime contractors, subcontractors, and government stakeholders to resolve technical and programmatic challenges.
  • Support integrted product team (IPT) meetings, design reviews, and test readiness reviews, ensuring action items are captured and tracked to closure.
  • Analyze and communicate the impacts of changes to requirements, budgets, or schedules to affected stakeholders.
  • Promote collaboration between PMOs, Directorates, U.S. Services, partner nations, and industry participants to advance operability and sustainment readiness.
  • Support DIA&A in leading Joint Program Review (JPR), Acquisition Summit, Executive Risk/Opportunity Management Board, & Executive Steering Group (ESG).
  • Support DIA&A in managing acquisition documents, the Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), CPARS, and JPO Issuances.
  • Assist DIA&A in managing procurement and enterprise procurement metrics.
  • Provide program management and analysis support in Financial Improvement Audit Readiness (FIAR), enterprise earned value, data rights strategy, Integrated Product (IP), and the POM or Performance Based Regulation (PBR) process.
  • Assist DIA&A in Procurement Process and Product Management Team (PMT) management, small business contracting and management, scheduling (e.g. the Enterprise Integrated Master Schedule [IMS]), and enterprise risk management.
  • Assist DIA&A in managing the PMO Integration Council (PIC).

Qualifications

To be successful in this role, you will have:

  • An active DoD Secret clearance.
  • Master’s Degree in the stated discipline or a Bachelor’s Degree plus 4 years additional work experience related to the labor category functional description.
  • The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week.  Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer.  Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
  • At least ten (10) years’ experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management; and a minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.
  • At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
  • Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management.
  • Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook
  • To be provide subject matter expertise to support F-35 program in delivering the weapons system.
  • To assist with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.
  • To demonstrate knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
  • To demonstrate knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.
  • The ability to travel 10%.

Additional desired skills:

  • Microsoft Offices to include: Outlook, Teams, SharePoint, Excel, Word, and PowerPoint
  • Knowledge and demonstrated skills necessary to lead and manage teams and/or Working Groups consisting of representatives from multiple countries/Services' to develop common sustainment solutions.
  • Experience of international collaborative programs to manage, coordinate, and integrate diverse program efforts.
  • Experience in the task management tool, Enterprise Task Management System Software Solution 2 (ETMS2).
