Position Description

We’re seeking a dynamic and experienced candidate to serve as Workforce Management Senior Analyst supporting the Naval Sea Systems Command (NAVSEA) Industrial Operations Directorate (SEA 04). In this role, you will work primarily onsite at our office in Washington DC while also travelling to the DC Navy Yard a few times per week. assisting the client in providing strategic planning ensuring deliverables are accurate and timely, and ensuring the team has the strategic direction needed to support the mission and strategy of SEA 04Z.

This position is contingent upon your ability to transfer and maintain a DoD Interim Secret level clearance. 


In this role, you will:

  • Workforce Management & Personnel Support: Coordinate with the SEA 04Z Workforce Management team to facilitate initiatives associated with implementing effective personnel management concepts and techniques. Perform comprehensive workforce analysis including BIN review and adjustments, billet support management, and personnel allocation optimization to better shape SEA 04Z's workforce to meet current and future operational requirements.
  • Personnel Systems Management: Provide expert support for personnel management systems including DCPDS (Defense Civilian Personnel Data System), TFFMS (Total Force Fleet Manning System), and TWMS (Total Workforce Management System). Coordinate quick activation of ERP accounts and necessary roles for new personnel, supporting users and supervisors in determining appropriate access levels and system roles.
  • Training & Development Coordination: Work closely with the SEA 04Z Corporate/Business Operations Lead, to support liaison activities with the NAVSEA Training Manager, ensuring SEA 04Z personnel training is conducted to support certification requirements. Monitor and track COR appointments and terminations while assisting with the Procurement Integrated Enterprise Environment (PIEE) system. Manage and coordinate recurring career and leadership courses for both supervisory and non-supervisory employees.
  • Organizational Development: Support the preparation and execution of workshops at the program office level throughout SEA 04Z to evaluate organizational behaviors that may affect program culture and consult with SEA 04Z leadership to recommend courses of action for cultural objectives.
  • Personnel Support Services: Assist in planning and execution of SEA 04Z sponsored retirement, promotion, and farewell ceremonies, including developing scripts, programs, and associated documentation. Coordinate with personnel, vendors, and manufacturers to support development of various materials including retirement certificates and departure plaques.
  • Consult with SEA 04Z Corporate/Business Office to recommend and establish courses of action necessary to meet cultural objectives, conducting workshops at the program office level to evaluate organizational behaviors that may affect program offices' culture. Provide management and execution support for SEA 04's Mentoring Program and assist in reviewing and analyzing SEA 04Z's diversity and equal opportunity climate.
  • Coordinate quick activation of ERP accounts and necessary roles for new personnel, supporting users and supervisors in determining which roles are needed. Assist in maintaining current lists of personnel designees and support organizational ceremonies, retirement, promotion, and farewell ceremonies.
    Prepare NAVSEA 04Z Program Objective Memorandum (POM) submission as a part of the broader NAVSEA and Navy Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Manage manpower documents, including billet identification numbers (BINS), billets, updating personnel information in Total Workforce Management System (TWMS).
  • Create, edit, approve, process, and track hiring actions.
  • Review hiring policies for updates and changes.
  • Recommend personnel training improvements, training updates, and make recommendations on improving or updating training courses.

Qualifications

To be successful in this role, you will have:

 

Skills/Qualifications:

• The ideal candidate possesses expertise and experience in NAVSEA, specifically program/project management supporting NAVSEA program offices.
• Demonstrated knowledge of DoD program management, technical, or business management.
• Experience communicating with SES/Flag level personnel is required along with supervisory experience.
• Experience with drafting/coordinating/presenting papers, briefings, and presentations at the Flag Officer/SES level.
• Expert knowledge of federal personnel management systems and databases
• Strong analytical skills for workforce demographics and manpower analysis
• Proficiency in ERP systems and personnel data management
• Knowledge of federal HR regulations, training requirements, and certification processes
• Workshop facilitation and training program management capabilities
• Excellent communication and consultation skills for leadership engagement
• Experience working Navy POM / budget submissions, POM issue papers, drafting and coordinating POM and budget reclamas.
• Expert knowledge with Navy manpower documents, including billet identification numbers (BINS), billets, updating personnel information in Total Workforce Management System (TWMS).
• Expert knowledge creating, editing, approving, processing, and tracking hiring actions through completion.
• Expert knowledge reviewing hiring policies for updates and changes.
• Experience recommending personnel training improvements and conducting personnel training classes.


Education and Experience:
• Bachelor’s degree in human resources, Business Administration, Public Administration, or related field.
• Minimum of 7 years of experience in HR management, workforce planning, or personnel management.
• Demonstrated experience with federal personnel systems (DCPDS, TFFMS, TWMS).
• Experience in BIN management, billet allocation, and manpower planning.
• Knowledge of federal training requirements and certification processes.
• Experience in government or military environment is highly desirable.

This position is contingent upon your ability to transfer and maintain a DoD Interim Secret level clearance. 

• Up to 10% travel may be required.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $95,604.60 to $191,209.20; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
