As the Production Controller, you will be on a dynamic team providing technical and programmatic support to the Technical Directorate of the VIRGINIA Class Submarine Program (PMS450) and the U.S. Navy’s Team Submarine Program Offices at the Groton Naval Base in Connecticut!  Bring your expertise and collaborative skills to make an impact on our military defense and safety of our sailors and contribute and influence the Navy's future, premier nuclear submarines.

 

PMS450 is the acquisition program office for the New Construction of Attack Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. PMS450  is responsible for developing and deploying a more affordable, nuclear-powered attack submarine with multi-mission capability and enhanced capabilities for performance in littoral areas. VIRGINIA Class submarines support five of the six Navy core maritime capabilities: Deterrence, Maritime Security, Sea Control, Forward Presence, and Power Projection.

 

In this role, you will:

  • Responsible for the initiation, coordination, and control of all phases associated with eh construction, alteration, modernization, and repair of submarines or projects assigned.
  • Review ship and system specifications, headquarters modification requests (HMRs), field modification requests (FMRs), schedules, test forms, contractor, and government procedures, technical reports, engineering reports, correspondence, and other information.
  • Identify potential problems in the areas requiring special coordination efforts.
  • Consult with various specialists and coordinates communications relative to the identification of all deficiencies, identify personnel responsible for correction action.
  • Attend various conferences and meetings periodically, such as PSA problem conferences, shipbuilder construction meetings program review meetings to monitor work progress.
  • Anticipate potential problems in time to allow corrective action.
  • Maintain daily contact with assigned ship and combat systems coordinators.
  • Visit the ship to observe progress of various installations and reviews problems with ship’s personnel.
  • Initiates corrective actions or resolves items of emergent nature.
  • Develop work specifications and FMRs as required. Provides budget estimates for work specifications and FMRs.  Advise the various customers of problems that may arise that require additional funds.
  • Review and recommend concurrence of the ship’s sea trial agenda; coordinates and schedules all basic trial evolutions.
  • Responsible for coordinating the effort involved with maintaining SUBSAFE, FBW certification, and Deep Submergence System Scope of Certification.
  • Monitor status of GFI and GFE.

Qualifications

To be successful in this role, you will have:

 

  • An active or current DoD Secret clearance.
  • US Citizenship.
  • Bachelor's of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field.
    • An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
  • 10 years of experience.
  • Knowledge of submarine construction process and test program, knowledge of naval ships/submarines, ship systems, or subsystems.
  • Experience working in a multi-disciplinary team consisting of systems engineers, electrical and electronics engineers, acquisition professionals, and logistics and sustainment professionals to achieve program outcomes.
  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
  • Ability to work with minimal supervision.
  • Strong quantitative, analytical, and conceptual thinking skills.
  • Ability to work well within a time sensitive environment.
  • Ability to learn and grow individually, while mentoring junior team members effectively, building team cohesion and capacity.
  • Ability to be flexible both in relation to job-specification and schedules.
  • Ability to interact with senior management on complex technical issues
  • Ability to work both in a team environment and independently, and often under short, multiple deadlines.
  • Ability to be a team player, work well with others and contribute positively to work/team environment while continually seeking ways to enhance contribution to the team.
  • Ability to travel up to 25% of the time and some travel outside the DC area may be required.

Additional desired experience and skills:

  • Experience working in DoD or DoN environments is preferred.
  • Experience supporting a submarine acquisition program
  • Applicant should be highly motivated and well organized with strong project management skills and should be capable of working independently and in a team environment.
  • Active NNPI account and CAC
  • 5 years of experience with Navy acquisition and Submarine Programs.
  • Experience leading a project and interfacing with an end item customer.
  • Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.
  • Active-Duty Experience in the submarine service.
  • Recent experience in Team Submarine.

In compliance with local laws regarding pay transparency, the salary range for this role is $133,919.04 to $232,083.11; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
