Position Description

Team Submarine’s Submarine Program Offices are responsible for:

The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of War.

 

The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of War.

 

The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.

Serco supports the US Navy as a prime for DRPM MIB contract supporting the acquisition of submarines and surface vessels. The DRPM MIB concept unifies once diverse submarine and surface vessel-related activities into a single organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the research, development, acquisition, and maintenance communities. DRPM MIB provides improved communication among the various offices that contribute to the overall success of the Navy’s submarine and surface type commanders.

 

Serco-NA is seeking a motivated individual to provide assistance to the DRPM MIB Supply Engagement Director by engaging with suppliers related to supplier risk, capacity constraints, and resiliency solutions. This individual will be a senior technical supply chain subject matter expert who engages with suppliers within the maritime industrial base on matters related to industrial supply chain efficiency and capacity. MIB has been tasked to assess and improve the MIB supply chain and suppliers (big and small) to address the extraordinary demand being placed on industry by ship and submarine construction. This is a fast-paced environment requiring daily interactions with suppliers and other companies as you assist with achieving MIB’s mission. You will be 100% remote thus you must be a self-motivated person who can interface with leadership; identify issues with little guidance; develop and articulate a business plan; work with other companies to create statements of work with deliverables; take charge and drive your plan to success; and achieve actionable results that provide a return on investment. This position will be filled remotely as you work from home or travel to engage with suppliers.

 

In this role, you will:

 

  • Assess the Maritime Industrial Base supply chain and develop an understanding of the overall requirements and challenges faced by maritime suppliers.
  • Interface with MIB suppliers to understand their workforce requirements, pipeline, recruitment, retention, and difficulties they are facing related to the workforce.
  • Engage with suppliers to understand their challenges such as equipment, process, technology, and personnel.
  • Provide daily program, analytical, and acquisition management support to senior level executives.
  • Serve as a recognized supply chain technical authority, advising PEO and Navy stakeholders on supplier risk, capacity constraints, and resiliency solutions.
  • Conduct rough-cut capacity planning and Operational Equipment Effectiveness (OEE) assessments to evaluate supplier throughput and readiness.
  • Lead production floor diagnostics to identify key bottlenecks within defense manufacturing facilities, including workforce constraints, equipment downtime, quality issues, and process inefficiencies.
  • Recommend targeted solutions—such as equipment upgrades, workforce training, or process redesigns—that directly increase throughput and mitigate risks to Navy program delivery schedules.
  • Develop and validate standardized templates, process flows, and best practices to enable alignment across the MIB Supply Chain Directorate and Lines of Effort (LOEs).
  • Translate complex data into executive-level briefs and reports for ASN RDA, NAVSEA, and PEO leadership.
  • Partner with industry, academia, and government stakeholders to identify emerging risks and define investment priorities (Supplier Development Funding, SCM initiatives, workforce development).
  • Mentor junior team members and contribute to the development of training materials and knowledge-sharing frameworks for supply chain resiliency.
  • Contribute thought leadership to align investments with 1+2 production goals (1 Columbia + 2 Virginia submarines annually) and critical surface ship requirements.
  • Work with the MIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
  • Work closely with shipbuilding suppliers to address critical workforce and supply chain issues they face.
  • Evaluate projects and initiatives including capital projects that will increase throughput capacity in the maritime trades, curriculum development, social media/marketing campaigns, and veteran/veteran spouse outreach, among others.
  • Develop relationships with local and regional workforce and economic development organizations.
  • Draft information papers in response to Congressional inquiries.
  • Provide input to Report to Congress regarding MIB spend goals and associated return on investment.
  • Travel to regional entities to meet with local stakeholders about workforce initiatives.

Qualifications

To be successful in this role, you will have:

  • Masters degree in business administration plus 20+ years’ experience in industry.
  • 20 years of hands-on experience in manufacturing, production operations, or defense industrial base supply chain leadership.
  • Demonstrated expertise in supply chain strategy, diagnostics, and production optimization.
  • Hands-on experience conducting capacity planning, OEE analysis, and bottleneck identification in high-consequence production environments.
  • Proven ability to interact with senior government executives, PEO leadership, or industry leaders.
  • Strong communication skills, with experience producing professional reports, briefings, and white papers for executive audiences.
  • An understanding of the industrial supply ecosystem is essential.
  • You must be able to obtain a Secret clearance. 
  • U.S. citizenship.
  • The ability to travel up to 25% of the time.

Additional desired experience and skills:

  • Active DoD Secret clearance.
  • Familiarity with industry-leading tools and best practices such as digital twin modeling, advanced analytics, lean manufacturing, Six Sigma, Theory of Constraints, and production scheduling systems.
  • Experience leveraging capacity and performance metrics (throughput, OEE, cycle time, mean time to repair) to identify bottlenecks and recommend corrective actions.
  • Knowledge of industrial base diversification strategies, workforce pipeline development, and investment planning to expand production capacity.
  • Expertise in applying data-driven decision-making to forecast demand, manage bottlenecks, and improve throughput across complex supply networks.
  • Ability to benchmark against industry best practices in logistics, supplier engagement, and continuous improvement to enhance resiliency.
  • Ability to work with people (“people person”), assess situations, and develop recommendations and solve problems that promote the “big picture” and make an impact that assists many, not one.
  • Customer-oriented team player focused on mission who is self-motivated and driven who can work independently and remotely.
  • Experience/knowledge of the maritime industrial base is a plus, although not necessary.
  • Support maritime acquisition, maintenance, maritime industry, or operations is a plus.
  • Experience conducting data analysis and presenting results.
  • Ability to interact with industry and senior leadership in both written and oral avenues.
