Position Description

Join Serco as a Data/Network Specialist – Austin Transportation Management Center

Serco is seeking a Data/Network Specialist to join our team supporting the Texas Department of Transportation (TxDOT) Austin District’s Traffic Management Center (TMC) operations. This position plays a key role in supporting real-time traffic management, intelligent transportation systems (ITS) integration, and network data performance across the Austin District.

You’ll be part of a vendor-operated TMC project that provides staffing, operations, monitoring, and management of roadway activities within the Austin District. The work environment is collaborative and mission-driven, operating out of the TxDOT Austin District and the Combined Transportation, Emergency and Communications Center (CTECC) facilities — where Serco staff work side by side with TxDOT and public safety partners.

This position ensures that traffic management systems, field devices, and communications networks function seamlessly to keep regional roadways safe, efficient, and connected.

In this role, you will:

  • Configure and integrate Traffic Management Systems (TMS) across key functional areas, including:
    • Field devices such as Dynamic Message Signs (DMS), CCTV cameras, video distribution equipment, and traffic sensors.
    • Control, monitoring, and communication with traffic control devices in the field.
    • Client-server architecture and network integration.
    • Assignment and tracking of equipment, TMS hardware integration, and Internet Protocol (IP) address management.
    • Development of simplified configuration and system plans.
  • Compile, organize, and analyze operational data to identify system gaps and improve traffic operations efficiency.
  • Provide data and analysis for performance measurement and reporting on TMC operations and ITS performance.
  • Interpret complex datasets using statistical techniques to produce actionable insights and ongoing reports.
  • Acquire, manage, and maintain data from multiple sources; ensure integrity and reliability across all databases and systems.
  • Identify, analyze, and interpret trends or patterns in complex datasets to support performance improvements.
  • Validate and ‘clear’ data, reviewing reports and indicators to locate and correct issues in data or system configurations.
  • Work closely with management to prioritize business and information needs and define new opportunities for process improvement.
  • Assist in monitoring and communication with traffic control devices, making adjustments as needed to support operational goals.
  • Support traffic signal operations, including controller configuration, firmware updates, and detection technology integration.
  • Assist in troubleshooting and optimizing traffic signal performance and recommend operational improvements.
  • Report on traffic signal maintenance and operational performance metrics to track key performance indicators.
  • Coordinate with adjacent jurisdictions when making signal timing changes that affect interagency traffic flow.
  • Support configuration of connected traffic signals into the Austin District’s Advanced Traffic Management System (ATMS) for enhanced monitoring and reporting.

Qualifications

To be successful in this role, you will have:

  • Bachelor’s degree in engineering from an accredited university
  • At least five (5) years of experience within the past seven years in:
    • TMS system configuration and integration across field devices, networked systems, and client-server architecture.
    • Managing IP-based networks and TMS hardware integration.
    • Equipment assignment, tracking, and configuration documentation.
  • Experience with traffic operations data analysis, including the ability to compile and interpret data for system performance reporting.
  • Familiarity with traffic signal systems, including controllers, firmware, and detection infrastructure.
  • Strong analytical and problem-solving skills, including experience with data interpretation and performance measurement.
  • Ability to collaborate effectively with DOT staff, engineers, and public safety partners.
  • Commitment to quality, accuracy, and operational reliability in support of 24/7 TMC operations.
  • Availability for on-site work at TxDOT Austin District and CTECC facilities and occasional travel within the Austin region.

This position is contingent upon your ability to pass a preemployment criminal history check and drug screen.

If you are interested in supporting this mission and making the roadways safer for the travelling public, submit your application now for consideration.
