Position Description

Serco is seeking a self-starter Senior Manager Compliance to join our talented and fast-paced team supporting millions of people applying for healthcare coverage via the Federally Facilitated Marketplace (Marketplace). This dynamic position provides implementation management of policy changes and program improvement inovations on the CMS Eligibility Support (ES) Program, which processes eligibility verification for Marketplace coverage and subsidies. The successful candidate will apply experience from end-to-end change management projects to lead cross functional teams in aligning necessary program changes to meet program goals. The candidate will also manage policy, internal and external audit, data analytics and research teams to improve program performance, quality, and consumer experience. As such, the candidate in this role will closely collaborate with Serco leadership, Service Delivery, Operations, IT system teams, and CMS executives.

 

The candidate in this position ideally brings subject matter expertise in federal health program implementation (particularly the Health Insurance Marketplace, Medicare, Medicaid and/or CHIP), program improvement and innovations, and project management experience. Successful candidate will have experience managing cross-functional teams working on diverse projects under competing timeframes.

 

This role will be located in Serco’s Herndon, VA office with option for hybrid telework.

 

In this role, you will support CMS and Serco leadership and teams as follows:

  • Proactively apply knowledge, understanding, and experience of federal health policy and program implementation to advise on operational process changes and program improvements
  • Identify, assess and advise on best approaches to incorporate new policy changes, maintain compliance, and ensure quality consumer experience.
  • Evaluate program impacts, develop program options, and provide in-depth analysis and recommendations for end-to-end process and operational implementation.
  • Manage program changes and improvements/innovations to improve consumer verification experience and outcomes
  • Leverage cross-functional teams (including service delivery, operations, quality, IT, research and data) to examine program policy or business process changes and assess potential impacts on consumers applying for health insurance through the Marketplace.
  • Proactively propose analytical studies to improve Marketplace program application, eligibility and verification process.
  • Develop strategic planning and program improvements initiatives that would optimize Marketplace eligibility processing and enhance consumer enrollment outcomes.
  •  Manage cross-cutting projects and research studies
  • Manage and/or coordinate priority projects that crosscut multiple teams and product lines to analyze business, functional, and technical requirements.
  • Propose and execute ad hoc studies and projects, including developing contract proposal with CMS; managing subcontracting process; project management, coordination and oversight
  • Deliver executive level communication and consultation to CMS and Serco
  • Produce high-level, well-written memos, briefs, analysis, evaluations, reports and presentations.
  • Effectively deliver strategically framed oral and written briefings with clear and concise descriptions of policy and/or program changes including options, requirements, potential impact.
  • Develop and maintain effective and efficient working relationships that build confidence and trust with the government leadership and SMEs, and Serco teams.
  • Contribute to business development efforts to accelerate growth
  • Identify and pursue potential business opportunities that align with Serco’s objectives and capabilities.
  • Provide policy, implementation, and innovation expertise in drafting responses to sources sought, request for proposals, and other business development requirements.
  • Perform other tasks as required or assigned

Competencies

  • Understanding of ACA and Marketplace policy issues affecting consumer coverage.
  • In-depth knowledge of the Marketplace eligibility and enrollment policies and processes, or other federal health programs (such as Medicaid, Children’s Health Insurance Program or Medicare) and private health insurance industry.
  • Experience in project management and implementing program policies and process changes
  • Experience in managing diverse, cross functional teams
  • Effective leadership, management, and organizational skills.
  • Demonstrated good judgment, a well-developed sense of propriety, political acumen, the ability to think constructively.
  • Excellent verbal and written communications skills.

Qualifications

Required Qualifications:

  • Undergraduate degree in public health, public policy, government, management or other appropriate degree required
  • Understanding of ACA and Marketplace policy issues affecting consumer coverage
  • Knowledge and experience of the Marketplace or other federal health programs (such as Medicaid, Children’s Health Insurance Program or Medicare) eligibility and enrollment policies and processes
  • Minimum ten years of experience implementing and/or operating complex project or programs, including direct project management experience
  • Minimum 3 years management experience
  • Ability to travel up to 10% of the time if needed
