Serco supports federal and state contracts across the US and Canada, in the areas of Defense, Civilian, and State/Provincial agencies. In this role, you will be supporting our Defense and Civilian Services business units and critical contracts in Canada, https://www.serco.com/na/about. You will be part of the 10+ employee Strategic Pricing Team within the Growth Organization, supporting high visibility must-win proposals, in US and Canada. As part of our team, you will be vital in collaborating with our technical teams to create and develop compliant, competitive price models and cost narratives in addition to pricing strategy.

 

In this role you will: 

  • Development of cost proposals, both the pricing models as well as the cost volume narrative.
  • Define RFP requirements and proposal development plan, communicate pricing requirements, collect basis of estimate (BOE) data, present proposal status and review pricing iterations.
  • Advise internal clients on risk mitigation and development of winning price strategies.
  • Ensure the final cost proposal’s compliance with Governmental regulations, including CAS, FAR and DFARS; Corporate policies and procedures; and specific requirements in each of the client’s solicitations.
  • Coordinate the development of the pricing and cost volume with contributing sources including Capture Management, Finance, Contracts, Procurement, and technical personnel (Ops)
  • Initiate internal files for peer reviews (QA) and pricing management reviews.
  • Create customer submittal files.
  • Maintain/comply with system of auditable pricing files and proposal artifacts.
  • Manage the cost proposal schedule to ensure production milestones, management reviews and a compliant, professional product are completed in a timely manner.
  • Present financial analyses and participate in pricing reviews to Senior Management.
  • Present pricing strategies to the capture team and executives.
  • Provide support for subcontract solicitations and contract negotiations.

Qualifications

To be successful in this role you will have:

  • U.S Citizenship is required
  • Bachelor's degree
  • Minimum 8 years of Federal pricing experience 
  • Ability to price multiple contract types to include the following; CPFF, FFP, FUP, T&M
  • Understand and apply the FAR, DFAR, and CAS requirements
  • Advanced skills using MS Office applications, particularly MS Excel
  • Organized, task oriented, reliable, communicative, and responsive
  • Able to work both independently and as part of a team
  • Proven ability to handle multiple priorities under tight deadlines
  • Excellent interpersonal, oral, and written communication skills
  • Proactively works with Ops team to obtain and challenge input
  • Fast learner and a self-starter

 Additional desired experience and skills:

  • Working knowledge of salary survey tools, TINA and FEDSIM preferred
  • Familiarity with strategic pricing and experience working bids >$50M preferred
